Minutes of the meeting of Crich Parish Council

Monday 9th Jan 2012, held in the Glebe Field Centre.

Present:

Cllr Lane (Chair), Cllrs. Baugh, Broom, Clark, Harwood, Slaney, Steppings, Wells, Cty Cllr. Jackson, AVBC Cllr. Gee and two members of the public. Clerk in attendance.
Chair wished all members and parishioners a “Happy New Year”!

12/732 Matters raised by members of the public

It was reported that the title of the Barony of Crich had been advertised for sale in a local newspaper. Clerk was instructed to find out if this had any implications for the Parish Council

12/ 734 Police matters

12/735 Local Authority Councillors

Cty Cllr Jackson reported on the interesting and potentially tourist- attractive matter of the historical pit-steads at Lindway Lane. He also expressed his concern at the implications of construction traffic for the STW Reservoir project using Bullbridge Hill. He will attend the next meeting of the Action Group and is seeking a meeting with the DCC Cabinet Member for Highways.
AVBC Cllr Gee thought that the Borough Council was not currently in a position to assist parish councils to address the issue of the Localism Bill �

12/736 Minutes of the Meeting of December 5th 2011

Resolved � to accept the Minutes as a true record.

 

12/ 737 Matters arising

STW Reservoir Project � this is acknowledged as a very serious matter for the Parish. The action group met after the public consultation and letters will be sent to Natural England and the Derbyshire Wildlife Trust regarding alternative supply routes in view of the obvious unsuitability of Bullbridge Hill (this view being strongly supported in a letter from John Slaney who has wide experience in these matters). Cllr Lane and Cty Cllr Jackson are seeking a meeting with the DCC Cabinet Member for Highways.

Winter Service Working Group � Cllr. Wells presented a written report and felt that everything possible had been done to prepare for winter conditions. Chair thanked the members of the WSWG for their work.

Standing Orders � Chair is studying the “model” and will report back.

Burial Certificates � Clerk presented a document and the meeting agreed to adopt it. One copy will be given to the person paying for the plot and another will be filed by the Clerk.

Fritchley under Fives � it was agreed that the group should asked to present accounts within 7 days. If this condition is met with, Council will consider the application (Cllr. Clark agreed to liaise).

12/738 Clerk's Report

A letter has been sent to the Scouts explaining that the �4000 offer is no longer on the table but that future requests for financial support will be considered on their merits subject to the lease on the Scout Hut being extended.

The Glebe Field Trust has increased its room rental charge by 5.5% - this will affect the Youth Club.

Letter has been sent to Crich Fete Committee granting permission to use the Recreation Ground on July 14th 2012 subject to them making parking provision which does not involve the Glebe Field Centre site.

DCC have asked for comments regarding the proposed creation of a footpath from Town End to Crich Stand (as per forwarded email). This proposal is in line with a suggestion made by the Parish Council a few years ago and found unanimous support among members.

The Parish Council has taken delivery of 2 snow shovels and a manually operated grit spreader.

�Council agreed to continue using Plantscape of Hulland Ward for the floral displays with a request that they should be as colourful as possible.

The following application has been withdrawn:

Crich Monitoring results (Rolls Royce) � there are minor deviations from what has become the “norm” but these give no cause for immediate concern and will continue to be monitored. Cllr. Clark agreed to study the report.
An invitation for Chair to attend Belper TC Civic Service on Sunday 5th February at 2.30 pm was received but she will be unable to attend.
