Part 1 Non – confidential items

15/1165 To receive apologies for absence:

Cllrs. Broom and Slaney.

15/1166 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

Cllr Thorpe declared a personal interest in the matter of making a grant to support the Community First Responders.

15/1167 Police matters

The grit bin has been stolen from Hollins Lane and blocks of compacted snow were maliciously placed in the road.

15/1168 Members of the public (10 minutes)

Concern was expressed about the poor level of road clearing and gritting following the snow fall on Boxing Day. Cty Cllrs. Taylor and Williams agreed to represent these concerns to DCC.

Concern was also expressed regarding the poor road surfaces in the Hollins Lane/Plaistow Green area.

15/1169 Reports from County and Borough Councillors

AVBC Cllr Gee expressed thanks to Mr Wheeldon for clearing the snow from Sandy Lane.
Cty Cllr Williams reported that the dropped kerbs at Fritchley have now been put in place and that he would be reporting his own and the Parish Council concerns over the poor gritting service during the recent snowy weather to DCC Highways.    
Cty Cllr. Taylor reported that the Sun Lane railings are now on the DCC “to do list” and that the source of water flowing across the Market Place is being investigated by DCC Highways, in the meantime ICE warning signs will be deployed when necessary. Flooding on Main Road Whatstandwell is on the “major works list” for the next Financial Year.
Both County Councillors were asked to pass on concerns to DCC regarding the “impossibility” of contacting Call Derbyshire around the Christmas period,

Councillors Broom and Clark will put a cheque for £10,000 into a deposit account at Yorkshire Bank on behalf of the Parish Council.

15/1170 Minutes of the meeting of December 1st 2014

The Minutes were accepted and signed by Chair.

15/1171 Matters arising from the meeting of December 1st 2014

Burial Ground development – Clerk has now received an email containing advice from AVBC which he will circulate to members. There is likely to be a real cost related to gaining permission in addition to any construction costs. 
Neighbourhood Plan – Clerk has publicised the inaugural meeting which is to be held on Monday 19th January 7.30 pm to 9.30 pm. On Wednesday 7th January a  group of members will be holding a meeting to plan the public meeting.
To consider making a donation/grant to the local Community First Responder group – Members felt strongly that this is a most worthy service but Council would require a formal letter of application for support. Any decision was deferred until the return of Cllr. Broom (Chair of Finance).
There was some discussion about the provision of a defibrillator in the disused telephone box on the Market Place. Cllr Baugh informed the meeting that such a machine is already available at the Fire Station.
Winter Service – thanks to the persuasive powers of Cllr Wells the free allocation of grit from DCC (the result of our membership of the Snow Warden Scheme) has been safely stowed at the Glebe Field Centre. Cllr Wells will undertake a survey of all the bins and will arrange refills as required.
He reported that the bin has been stolen from Hollins Lane and that blocks of compacted snow were maliciously placed in the roadway at Hollins Lane (Clerk to report these matters to the police).  
Re-planting of trees at the RG (Cllr. Bateman) – in the absence of Cllr. Bateman this matter was not discussed.

Community Hydro Electric plan – Cllr Bown has contacted Ian Jackson of the Community Hydro Power project on behalf of the council and will continue to liaise as matters progress.

15/1172 Report by the Parish Clerk:

The theft of pansies from the planter on Bulling Lane has been reported to the police.
The missing handrail and blocked drain on Sun Lane have been reported to Call Derbyshire.
Letters of thanks for grants have been received from Fritchley Christmas Tree Association, Sims Charity, Crich pre-School, Crich Care-line, Muddlealong and the Cliff Inn Horticultural Society.
Clerk removed 40 empty beer bottles from the RG on Monday 2nd December  with associated packaging,
Chair is pursuing the idea of creating an "alcohol free zone” around the RG.
RESOLVED unanimously to renew the annual Parish insurance policy with Came and Co. for a three year term.
