Present: Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bown, Broom, Clark, Harwood, Slaney and Wells, Cty Cllr. D Williams, AVBC Cllr. Gee and 2  members of the public. Clerk in attendance.


Part 1 Non – confidential items

14/1027 To receive apologies for absence:

Cllrs. Bateman and Steppings (personal). Cllr Thorpe (medical). Cllr. Baugh (business).

14/1028 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

14/1029 Police matters

Contact is:

PCSO Walker has been working reduced hours for some months but is hoping to attend more meetings in the future.

14/1030 Matters of the public (10 minutes)

14/1031 Reports from County and Borough Councillors

Cty. Cllr. Williams continues to pursue DCC regarding the state of the road and the amount of surface water at Hollins Lane and Potters Lane.
Cty. Cllr. Tomlinson finds it difficult to attend Crich PC meetings but will pursue matters on behalf of the Parish Council as requested.

CAVBC Cllr. Gee agreed to press the Borough Council to settle the matter of the licence regarding the public toilets and to re[port the difficulty members are having using the AVBC Planning website.

14/1032 Minutes of the meeting of January 6th 2014

The Minutes were approved and signed.

14/1033 Matters arising from the meeting of January 6th 2014

STW reservoir project – work is due to re-start in March/April.
Parish Council Insurance Resolved: Came and asked to supply the Parish Council Insurance.
Winter Service – there has been no need to use the grit as yet this winter. An additional bin has been located on the side of the Burial Ground drive. Resolved: On occasions when Clerk is unavailable Cllr. Wells is empowered to order any grit bin refills after consultation with the Chair of Finance.
Market Place Project – Resolved: Clerk to be instructed to arrange for the purchase and installation of a new notice board for public use at the Market Place.
Commemoration plaque at Market Place seating area – Resolved: the plaque to be of bronze. Clerk to seek advice on the style of printing.   
Public Toilet – AVBC have not yet informed PC of the terms of any future licence agreement. Resolved: Crich PC to continue running the toilets on a month by month basis while pressing AVBC for a clear long term agreement. Part night street lighting – DCC has still not provided any answers to the questions regarding the failure to advertise and consult on the programme in the manner promised.

14/1034 Report by the Parish Clerk:

      Precept – Resolved: the Precept claim to be revised to £50,000, this being necessary to meet increased running costs, the cost of Parish Development, running the public toilets and providing an enhanced winter service. Further, it should be noted that the Parish Council makes an annual donation to the Glebe Field Centre of £7,745 which it regards as a significant contribution to community life. This increase should be seen against the background of many years of very modest Precept demands by Crich PC, almost 50% of Parish and Town Councils in Amber Valley are more expensive places to live in terms of Council tax.
Projects meeting (see separate report). A range of projects was identified to be actioned as funds become available. A further meeting will be held when the C/F for next Financial Year is calculated and discussed at a meeting of the Finance Committee on March 19th.
Reducing the number of cheque signatories from 3 to 2. Resolved: Standing Orders and Financial Regulations to be amended accordingly.
The trees at Tors Quarry have been felled.
The rotting seat at Wheatcroft has been removed. It will be replaced as soon as funds allow.
The Bulling Lane road island will be levelled and tidied in readiness for the summer planter.
It was Resolved to draw up a Community Asset Register. Members were asked to contribute their observations at the next "Projects Meeting".
Cllr. Broom will attend the DALC Spring seminar in March.

14/1038 Items for Information

DALC Annual Report and circular 02-2014 which includes Spring training dates (already sent  to members).  
Crich Chase has been officially declared an area of Special Scientific Interest (SSI).

14/1039 Communications from Parishioners

Letters of thanks for donations have been received from Crich pre-School, Crich and Fritchley WI, Fritchley Christmas Tree Association, Crich Luncheon Club, Sims Charity, Muddlealong, Cliff Inn Horticultural Society and Crich Brass.

Email expressing concern that street lights on Main Rd Whatstandwell are permanently switched off and that the pavements are overgrown.
