A one minute silence was observed in memory of former Cllr. John Steppings JP who died in January. John was an active and effective member of the Council until his retirement at the May elections 2015
Members agreed to erect a plaque in his memory. This will be placed near the Market Place seating area – a project which he worked tirelessly to organise.

No police present
No leaflets/printed information has been delivered to some households in the Shuckstone/Plaistow Green area. However, thanks to the hard work of volunteers from the Neighbourhood Planning Group the distribution of information has been generally very effective.
AVBC Cllr. Thorpe had circulated a written report.
Cty. Cllr. Taylor had raised concerns with DCC regarding the slippery pavement near the Market Place bus shelter.
Cty. Cllr. Williams raised concerns about the possible closure of Crich Children’s Centre. It was agreed that the loss of this facility would be most regrettable. Council will lobby local MPs when more information is available. He continues to work with DCC regarding the protection of Fritchley Green from damage by large vehicles – one possible solution is the installation of an appropriately designed and positioned bollard.

Chair expressed the concern, unanimously felt by Members, regarding the approval by AVBC of planning consent to application AVA/2015/0830 – the building of 16 houses off Crich Rd., The Common, and Fritchley. Members expressed their exasperation at the continued failure of AVBC to submit a Local Plan for approval by the Government, thus leaving communities like Crich unprotected against undesirable building development. It was Resolved unanimously (Prop. Cllr. Walsh Sec. Cllr. Brown) to ask the Chair of AVBC Planning Committee (Cllr. Alan Cox) to attend the next meeting of the Parish Council. This meeting will commence at 7.00 pm to allow some routine business to be conducted before Cllr. Cox arrives.
Clerk reported that the C/F into Financial Year 2016-7 is predicted to be in excess of £35,000. This is a healthy sum which should allow the Council to honour the commitments it has made to extend the Burial Ground and up-grade the Recreation Ground facilities (the PLACE project).
Publicity via a variety of media is going well. Questionnaires have been distributed and the data will be analysed when the closing date for returns has passed.
Winter Service – Cllr Baugh has circulated a written report. He was thanked for his work in providing additional bins.
STW reservoir liaison – Chair has circulated a written report.
PLACE project – Cllr. Yorke talked the meeting through the illustrated plans of the 3 submissions which have been received. The committee is examining these proposals in detail and will consult further with pupils at the local schools and by holding a public “drop-in” session in early March. He has also begun to get estimates for the construction of the pathway.
Burial Ground Development - Clerk is seeking more information about the geological strata in order to determine how much of the available area will be useable.
Repairs to Coast Hill Terrace - Cllr. Smith continues to pursue the promises made by DCC to improve the surface to make it more accessible to users of invalid vehicles.
Planning Application AVA/2015/0830 – please see Chair’s report. Dismay was expressed that AVBC has permitted this application and that the provisions of the s106 agreement including the provision of on-site affordable accommodation are not fully determined
Lighting the Beacon to mark the Queen’s birthday on Thursday April 21st - it was agreed that the Beacon would be lit provided volunteers could be found to set it up and supervise it.
Parish Council debit card – Clerk reported that despite promises Yorkshire Bank has still failed to provide the application forms.
Defibrillators – Clerk showed Members a cabinet and asked for their help in identifying a suitable sites where a 13 amp electric socket could be accessed.
Parish Council telephone system and website – Cllr. Anstead was thanked for his detailed presentation regarding alternative provision. Members approved the principle of providing Clerk with a dedicated mobile telephone, having a mobile based email provider and an associated Crich Parish Council website.
Unused Youth Club equipment – Clerk to advertise the existence of this equipment to local primary schools.
