Minutes of the meeting of Crich Parish Council

Cllr. Lane (Chair), Cllrs. Baugh, Broom, Brown, Clark, Collison, Walsh and Yorke.  Cty. Cllrs. Taylor and Williams, AVBC Cllr. Gee and 4 members of the public. Clerk in attendance.

Geoff Johnson of the Pentrich Revolution Commemoration Committee addressed the meeting and explained the impressive and wide-ranging commemoration plans. Council agreed in principle that:

  1. The information board (as shown by Geoff at the meeting) should be in the form of a lectern.
  2. The board should be sited at the Fritchley Drying Ground.
  3. A seat should be provided in the vicinity of the lectern.
  4. The Parish Council will meet the cost of any obtaining any planning permission and of installation in addition to the costs of 1, 2 and 3 above up to £2,000 subject to approval at the next full meeting of the Council.

17/1462 To receive apologies for absence:

17/1463 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.


17/1464 Police matters

Contact is:
No police were present.
The visit of Police and Crime Commissioner Dhindsa to the meeting of the Council on May 8th 2017 has been confirmed.

17/1465 Members of the public (10 minutes)

The attenuation pond (balancing pond) at the Roes Lane development site is pouring water into the brook which flows adjacent to Hilts Quarry and on to Fritchley and beyond. Concern was expressed regarding the potential disturbance to radioactive waste. Chair who is a member of the liaison committee, which monitors this site, will take the matter up with Rolls Royce who is responsible for radiological testing. Cllr. Walsh will discuss the matter with Severn Trent Water.
Concern was expressed regarding the number of faulty street lights in the Parish. Both County Councillors present regret this situation but reported that the maintenance of street lighting throughout the DCC area is currently a major problem without a short term solution.

17/1466 County and Borough Councillors

Cty Cllr. Taylor continues to seek a solution to the problems of bus turning and parking at Crich Market Place He has spoken with residents who are concerned about parking along the Common and is aware of the danger to dogs using the Tors footpath
Cty Cllr. Williams has made formal objections to planning applications AVA2017/0023 and AVA/2017/0092 he has also reported the breach of conditions regarding the muddy state of the road at Roes Lane adjacent to the development site.
AVBC Cllr. Gee is urging AVBC to enforce the condition incumbent upon the developers to keep Roes Lane clean. He was asked to report to AVBC a breach of planning conditions at the development site at Crich Rd., Fritchley where Peveril Homes have commenced building before constructing an access road resulting in concrete lorries blocking the pavement while delivering.

It was noted with regret that the AVBC Borough Development team seems to have no powers to enforce planning regulations and no powers to prevent speculative development and it was suggested that the department deserves a review of funding and staffing in order to increase its ability to maintain the quality of the local built environment in the interest of all residents.

17/1467 Minutes of the meeting of January 9th 2017

17/1468 Reports

Neighbourhood Plan - the process is going well and is currently being screened by AVBC.
PLACE project – the group has cleared undergrowth near the existing path at the RG. Applications for funding/help are currently with Veolia and Harron Homes. A draft leaflet to be sent to all homes in the Parish has been prepared – this will ask for donations and gives an update on progress. Further fund raising is on the agenda for the next meeting of the group. It was agreed that a deposit account be set up as soon as possible for the PLACE project fund, Council to agree a sum to be placed in that fund at the next meeting of the full council.
BG development - the gas supply company has agreed to provide permanent markers for the gas main, formal notification of the easement is expected in the near future, the grass is beginning to grow on the newly cleared area and Clerk is pursuing the consecration process.
Winter Service – no bins are currently reported as being empty.

17/1469 Items for Discussion

Ideas for parish enhancement – it was agreed that a group of members led by Cllr. Clark would look into up-grading the Christmas lights and decorations, planters should be up-graded and provided for Fritchley in co-operation with Fritchley Community Association. The provision of floral decorations should spread beyond Crich itself.
Adhering to the time limit on full Council meetings as per Standing Orders – meetings should finish by 9.30pm. Clerk asked members to help Chair in every way possible t to achieve this goal.
The abject failure of building contractors to keep Roes Lane clean has been raised robustly by Parish, Borough and County Councillors with the contractors themselves, the AVBC enforcement officer and DCC Highways.
Clerk was instructed to investigate the setting up of a Crich Parish Council website.
Residents in properties around Fritchley Green have reported concern regarding air pollution caused by cars parked with their engines running while parents wait for their children to leave the school. Clerk was instructed to write to the Head teacher to ask for her help in encouraging parents to switch off their car engines when waiting.
