Minutes of the meeting of Crich Parish Council

Monday 7th Mar 2011, held in the Glebe Field Centre.

Present:

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Clark, Harrison, Harwood, Steppings, Thorpe, Tromans and 3members of the public. Clerk in attendance.

11/615 Matters raised by members of the public

Mrs Hartshorne reported the road surface between Stand Lane and the bend going towards Plaistow is very poor and even dangerous (standing water and potholes). Clerk will write to Cty Cllr. Jackson about this matter.

11/616 Declarations of interest

Cllrs Lane and Clark declared an interest in Planning Application AVA/2011/0092. Cllr Clark left the room when the matter was discussed.

11/617 Police matters

Apologies were sent.
PC Wilbourne informed the Clerk by email that there had been a theft from vehicle, a theft of tools and of a satellite navigation system. He urged everyone to lock cars, put valuables out of sight and to report anything suspicious.

11/618 Local Authority Councillors

AVBC Cllr. Thorpe presented a written report. She added that she was working on the problem of alleged fly-tipping of road planings at Plaistow, the poor state of Dimple Lane (Crich/Fritchley) and getting the contractors back to carry out remedial work to the resurfaced pavements at Crich Market Place.

11/620 Matters arising from the Minutes

Cllr Brierton reported that The Cliff Inn Horticultural Society had not received its grant cheque.
Clerk said that it had been posted on 8th February and that he would investigate.
Youth Club � Chair was pleased to report that an experienced helper had returned and another had volunteered to take over the administration thus relieving the unacceptable burden upon her. The role of the Parish Council will be one of financial support only � a development welcomed by members.
Clerk reported on the two estimates he had so far received for the pruning of the beech trees at the Recreation Ground in Crich. It was agreed that a further estimate was needed and that an independent assessment of the state of the trees should be sought. Cllr Thorpe offered to give the Clerk a contact at DEFRA.
It was decided that the Parish Council could not develop a strategy for its Winter Service (provision of grit and grit bins) until:

  • It had received a reply to its letter of January 12th to Cty. Cllr. Jackson
  • Cty Cllr. Jackson had reported back from the high level meeting recently held by DCC to discuss future provision
  • The role of Derbyshire County Council and Amber Valley Borough Council regarding roads and pavements in winter weather is made clear.

Members felt that the Parish Council is not well placed to offer a winter service of its own.
Clerk was instructed to write to Cty Cllr Jackson seeking a response.
It was agreed that Clerk should order a dog bin for Top Hagg from AVBC and that he should purchase a further bin for the lane leading to the Burial Ground and arrange for it to be set up.

 

11/621 Clerk�s Report

PARISH COUNCIL ELECTIONS
Clerk informed members of the following and distributed the Information Packs to those who requested them.
�Members are urged to consult the information sheet sent out by the Clerk if they wish to put themselves forward for election. Further, Clerk has enough copies of the �Parish Council Elections� information pack for each serving member. Anyone else who considers himself/herself eligible to stand as a candidate in the election should contact Pat Hardwick (AVBC Democratic Services Officer- Elections) on 01773841631 as soon as possible.
A briefing for potential candidates and their agents will be held on Tuesday 22 March in the Council Chamber at Ripley Town Hall, commencing at 6.00pm�
Deadline for nomination papers to be presented is 12.00 noon on the 4th. April 2011
(Please note that the role of the Parish Clerk is simply to publicise the process by which individuals can put themselves forward for election. It is not his role to participate in that process)

It was agreed unanimously that there should be no Burial Ground fees for children under 10 years of age.
It was agreed to continue the contract with Grass Track for maintenance of the RG and BG
The Safety Inspection for the Recreation Ground has been booked with ROSPA Playsafety Ltd
Royal Wedding Day � information regarding street closures can be found on the AVBC website
Clerk reported that he had received an invoice from AVBC for work done on the play equipment at the Recreation Ground. This work was ordered in June 2009 and has been the subject of a number of unsuccessful pleas for completion from Cllr. Thorpe and the Clerk, Further, there is no obvious evidence of what has actually been done. It was therefore agreed to ask for an itemised invoice which also states the dates when the work was carried out.
