Minutes of the meeting of Crich Parish Council

Monday 5th March 2012, held in the Glebe Field Centre.

12/756 Matters raised by members of the public

The poor state of the surface and drainage at Hollins Lane and Wild Lane was reported. AVBC Cllr. Thorpe offered to report the matter to DCC Highways.

12/757 Declarations of Interest

Cllr. Wells declared a personal interest in planning application AVA/2012/0152

12/ 758 Police matters

No police present.

12/759 Local Authority Councillors

�AVBC Cllr. Thorpe sent a written report to the Clerk. She has been addressing the following issues:

  • Street cleaning
  • Seeking an enforcement notice for a messy site in Fritchley*
  • Arranging safety advice visits by police
  • Monitoring the Stevenson site development
  • Responding to the proposed Boundary Commission changes
  • Fly tipping around the re-cycling bins at Sandy Lane

*Clerk was instructed to write to AVBC in support of Cllr Thorpe’s efforts to get the owners to clear up the mess made at the site off Bobbin Mill Hill

She also reports that AVBC has frozen Council Tax for the next Financial Year

12/760 Minutes of the Meeting of 6th & 20th February 2012

Resolved � after a minor alteration that the minutes be accepted as a true record and signed by Chair.
The minutes of the special meeting of 20th February to discuss the STW reservoir project were also signed as a true record.


12/ 761 Matters arising

STW Reservoir Project:

Chair reported that

  • She has informed the Action Group that the Parish Council has withdrawn from the group and will act in its own right believing this to be the most effective way for it to contribute to the issue on behalf of all parishioners.
  • She has received a reply from Natural England which implies that the area of land through which a possible service road following the old mineral line would run is important “ancient woodland” and is likely to be granted Site of Special Scientific Interest status.
  • �An email has been received from a potential contractor asking to talk to the Parish Council. It was agreed that it would be inappropriate at this stage.
  • The Planning Application is likely to be lodged in about 2/3 weeks with a decision likely in August/September. Chair will forward the Councils comments to Severn Trent Water before the application is made � they will take them up with� DCC.
  • Chair is working on putting together the proposed Liaison Group whose remit will be to represent all parties involved in the project. Members expressed disappointment at the reluctance of AVBC to convene such a group�

Standing Orders � Chair is continuing to study the current Standing Orders and will make recommendations as to how they need to be up-dated when she has finished this task.

Winter Service Working Group � Cllr Steppings presented an up - dated list of bins and their status. The group was congratulated on its work and a number of complimentary comments from members of the public were noted

12/762 Clerk's Report

July meeting � it was agreed that this meeting would be re-arranged for Monday 16th July.
Clerk’s attendance at course on “Procedures” � Clerk will modify the style of the agendas and minutes of meetings in line with modern convention. Draft minutes will be published on line within a week of the monthly council meeting after approval by Chair. They will still need formal approval at the following meeting
Allotment rents (information) � rents and tenancy details are currently being collected

The following applications were permitted:

AVA/2012/0015 Potters Cottage Potters Hill �side and rear extension
AVA/2011/1162 3, The Common � extension and double garage

12/764 Planning Applications

No objections were recorded regarding the following applications:
AVA/2012/0104 6, Dowie Way � conversion of garage to living room
AVA/2012/0179 3, Dowie Way � non-material amendment to AVA/2011/0937 alteration of south elevation from entire glazing to 2 standard windows

An objection to AVA/2012/0152 (Mooredge Farm, Park Head) will be lodged on the grounds that it is a proposed “change of use” from a working agricultural building to a dwelling.
