Present: Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Baugh, Bown, Clark, Harwood, Slaney and Wells, Cty Cllr. D Williams and 1 member of the public. Clerk in attendance.


Part 1 Non – confidential items

14/1040 To receive apologies for absence:

Cllrs .Bateman  Broom and Steppings (personal). Cllr. Thorpe (medical).

14/1041 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

14/1044 Reports from County and Borough Councillors

Cty. Cllr. Williams continues to pursue the problems related to part-night street lighting and the condition of Hollins Lane. He will take up the matter of switched off lights at Robin Hood (a particularly dark stretch of road).

14/1046 Matters arising from the meeting of February 3rd 2014

STW reservoir project – Chair reported on the most recent meeting of the Liaison group. New contractors have been appointed and have accepted the road safety strategies as agreed previously. The completion date is now likely to be March 2018. STW will make £25,000 available for community use (with the possibility of more in their next 5 year plan). A plan will need to be devised for allocation of these funds across the communities of Crich, Fritchley, Sawmills, Bullbridge and Ambergate – with this in mind chair will invite Leanne Town to attend the next Council meeting.  
Winter Service – the mild winter has meant that there has been no need to refill the bins. Sadly 2 of the bins have been subject to vandalism.
Market Place Project – the detail of the plaque at the seating area and the heading for the community noticeboard were agreed and Clerk was instructed to place the orders.
Public Toilet – Parish Council will continue to administer the toilets according to the current agreement until AVBC decide their future policy on this matter.
Part-night street lighting – the potential impact of this scheme on road safety and the issues surrounding the failure of DCC to ensure that the public consultation process was conducted effectively continue to cause concern to the Parish Council and members of the community.
Chair informed the meeting that the trustees of the Glebe Field Centre wish to improve direction signs. Clerk was instructed to contact DCC and AVBC to establish the relevant processes and permissions. The new fence at the Jubilee Ground has been erected.
The PC Community Assets Register is now complete.
Chair reported that Future Homescapes would be re-applying for Planning Permission for housing to the rear of the Glebe.
The recently widely circulated document regarding a proposed housing development at Roes Lane will be discussed at the next council meeting.

14/1047 Report by the Parish Clerk:

Need to inform Yorkshire Bank of change from 3 to 2 cheque signatories – Cllr Clark (as a signatory) offered to visit the bank to help set this up.
Clerk informed meeting that he would be asking the Finance Committee to allocate an allotment development budget.

14/1051 Items for Information

Mercian Regiment – Annual Pilgrimage will take place on Sunday 6th July at 3.00pm.
DALC circular 03-2014 and 04 – 2014.
DCC Town and Parish Councils Forum will be held at County Hall on May 1st 2014 (6.00 to 8.00pm). Cllrs Lane, Broom, Clark and Wells indicated their wish to attend.
