15/1191 To receive apologies for absence:

Cllrs. Bown, Clark and Steppings, Cty Cllr Taylor, AVBC Cllrs. Gee and Thorpe.

15/1192 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

15/1193 Police matters

15/1194 Members of the public (10 minutes)

Concern was expressed about the danger posed by the precipitous cliff face adjacent to the Tors footpath. Clerk was instructed to contact DCC and Cty. Cllr. Taylor regarding the erection of a warning notice and to contact the landowner/tenant regarding the re-instatement of the fence.
The lack of drainage on Hollins Lane, Wheatcroft results in the road being wet most of the time- this poses a particular danger in frosty weather – Cty Cllr Williams agreed to take this matter up again with DCC Highways.

15/1195 Reports from County and Borough Councillors

AVBC Cllr Thorpe presented a written report.
Cty Cllr Williams sent an email report. He has been dealing with problems caused by surface water on Dimple Lane and Hollins Lane. He also agreed to report the damage done by the school bus at Fritchley Green to the DCC School Transport Department

15/1196 Minutes of the meeting of February 5th 2015

The Minutes were accepted and signed by Chair.

15/1197 Matters arising from the meeting of February 5th 2015

The second meeting of the Neighbourhood Plan attracted 17 attendees. A Secretary has been appointed and further meetings will take place in the near future. The normal time span for this type of exercise is 2 years. The Chair of the Parish Council reported that the cost was likely to be more reasonable than originally thought, especially if the application for a grant is successful. The application by the Parish Council for the PC area to be formally recognised as a designated Neighbourhood Plan area has now been approved.  
Grant for Community First Responders – this will be properly considered when the group is fully constituted. It already has 8 volunteers and has appointed a Chair.
Winter Service: all bins are currently quite full and there have been few reports of lack of grit.

15/1198 Report by the Parish Clerk:

Budget 2015-6. Chair of the Finance Committee (Cllr. Broom) proposed a Budget and explained the rationale behind it. RESOLVED: to adopt the budget as proposed (unanimous).
Deposit Account: Clerk was instructed to contact Unity Trust Bank with a view to placing the deposit with them.
Burial Ground Development:  Plans for the new road have been drawn and submitted to AVBC and estimates for the work are awaited. Clerk reported that he was pleased with the state of the ground and the boundary hedges. He has advised the tenant that the land is likely to be taken back for PC use in the foreseeable future.
Organisers of the Well Dressings have been informed that the Parish Council will pay approved invoices to the value of £150 to help cover expenses.
Places have been booked for those Members intending to attend the Roes Lane Planning Appeal in June 2015. However, it is not too late to apply.
Replacement bench at Hindersitch Lane – Mr and Mrs. Brain have kindly purchased a new public bench, Clerk is to arrange the installation.

15/1203 Communications from members of the public

A letter from the Parochial Church Council asked for help to prevent obstructive parking near the gate to the Parish Church (this is especially troublesome when a funeral is taking place). Clerk was instructed reply that this matter does not lie within the remit of the PC. Clerk to advise on the use of notices and road cones.
