Part 1 Non – confidential items

15/1204 To receive apologies for absence:

Cllrs. Bateman and Steppings, Cty Cllr Taylor

15/1205 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

Cllr. Thorpe declared an interest in matters concerning the Community First Responders
Cllr. Broom declared an interest in matters concerning any contract to be made with DALC.

15/1206 Police matters

In the absence of PCSO Bannister a colleague attended the meeting in his place. He was asked to provide a visible police presence at the RG as often as possible. He said that the main issues the police had recently dealt with were “free runners” on the roof of the Medical Centre and groups of young drinkers on the Jubilee Ground.
Careless and obstructive parking on Bowns Hill at the beginning and end of the school day was reported.

15/1207 Members of the public (10 minutes)

There are rumours of housing developments at various locations in the Parish. Unfortunately there is a good deal of paranoia throughout the country regarding housing developments on green field sites.

15/1208 Reports from County and Borough Councillors

AVBC Cllr Thorpe presented a written report.

15/1209 Minutes of the meeting of March 2nd 2015

15/1210 Matters arising from the meeting of March 2nd 2015

Neighbourhood Plan – the Steering Group met on 7 April and are working on a budget which will enable them to apply for a grant from “Locality”. The group is busy collecting data to inform the plan... The main issues identified by residents so far are transport and parking and housing.
Burial Ground Development- Clerk reported that AVBC has been very tardy in putting the planning application on their website and that 2 quotes for the construction of the required roadway should be available before the May meeting
STW Reservoir – Chair reported that grants to local organisations have now been distributed. The project is on schedule and seems to be running with minimal disruption to the community. STW is aware that the retaining wall is very high and very visible; however, this will eventually be screened by trees.
Recreation Ground – Chair explained why the police consider that the creation of an “alcohol-free zone” would be unsuitable on the grounds of lack of evidence of need, the fact that under-age drinking is already illegal and the problem of enforcement. It was agreed that residents should be encouraged to report incidents bad behaviour to the police as soon as they see it.
Paul Yorke gave an up-date on the progress of the PLACE project.  An enthusiastic and active group has come together, they have delivered 1,500 questionnaires (kindly printed by STW), the results will be analysed and will form the basis of a plan upon which applications for external funding will be based.
The group has already received donations from STW (£3000) and Wheeldon Bros (£500). Plans to raise further funds include a Promise Auction, a Party in the Park, Den Building and participation in Crich Fete. Working parties have been keeping the RG tidy by regular litter picking. PC agreed to supply equipment to help with the clear-up operation.
Amber Community First Responders – it was RESOLVED  unanimously to make a donation of £500 to this new organisation.      

15/1211 Report by the Parish Clerk:

The internal audit of accounts has been carried out. They were approved by the meeting and signed by Chair. The audited accounts will be sent to the external auditor.
A new deposit account with Unity Bank will be opened when the new Parish Council has been constituted at the May meeting.
VE Day celebration. The Royal British Legion has asked for the use of the RG for the main event, It was resolved unanimously that the Parish Beacon will be lit (courtesy of Cllr. Brierton) at 9.30 pm on Friday May 8th. Chair will inform Sally Jackson of the Crich Royal British Legion of the plan.
Cllr. Broom reported that she had attended the DALC Spring Seminar – The Good Councillor guide is now on the website as are details of an induction pack and training opportunities for new councillors.
Cllr Broom expressed her concern over possible development along the Common from the haul road to the old slaughterhouse site.
Council approved the signing of a service agreement with DALC covering the work of Joe Dugdale on the Neighbourhood Plan.
Council thanked Mr and Mrs Brain of Hindersitch Lane for providing a new public bench and for arranging its installation.
Cty Cllr. Taylor has agreed to take up the case of the unfenced section of the Tors footpath.

15/1216 Communications from members of the public

Part 2 Confidential items

As elections take place on May 7th 2015 this was the last meeting of this group of Parish Councillors. Chair thanked all Members for their service to the Council and wished them well for the future. Clerk also thanked all Members for the support given to him by Members during this council.
Particular reference was made to Cllr. Lynda Harwood who has served on the PC for 36 years and to Cllr. Robert Brierton who has served the PC for many years as vice-Chair and as Chair of the Planning Committee Their experience and good sense will be sorely missed.
