Present:

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Baugh, Bown, Clark, Harwood, Slaney, Steppings, Thorpe and Wells. Cty. Cllr. Jackson, AVBC Cllr. Gee and 3 members of the public. Clerk in attendance.

AGENDA

  1. To elect a Chair
    Cllr. Lane proposed by Cllr. Harwood and seconded by Cllr. Thorpe was elected unopposed
  2. To elect a vice-Chair
    Cllr. Brierton proposed by Cllr. Clark and seconded by Cllr. Harwood was elected unopposed.
  3. To allocate members to committees
    Membership of committees remains unchanged except for the Finance Committee from which Cllr Harwood has stood down. Chair thanked Cllr. Harwood for her many years of sterling service on this committee.
    Cllr. Brierton (who has taken responsibility for the Beacon for some years) asked for help in lighting and supervising it for one hour from 10.00pm on June 4th. Cty Cllr Jackson and AVBC Cllr. Gee kindly volunteered.
  4. To accept and sign the internally audited accounts for 2011-2012 before submitting them to the Audit Commission
    Resolved: to accept and sign the Annual Accounts 2011-2012

12/ 785 Matters raised by members of the public

In response to a report from a parishioner it was Resolved that Clerk would ask Mr Spencer to clean out the Market Place troughs and do an extra litter pick around the periphery of the Recreation Ground.
In response to another report Cllr Wells explained that DCC acknowledges the need to improve the road surface and drainage at Hollins Lane.

12/786 Reports from County and Borough Councillors

�AVBC Cllr Thorpe (Please see written Cllr Thorpe’s report) � Resolved: Clerk to write to AVBC Planning to express concerns over the impact of any development of the old Stevenson’s site on traffic and road safety especially in view of the impending STW construction work at Chadwick Nick Lane

�Cty. Cllr. Jackson has been able to give �500 to Fritchley under Fives and is trying to access equipment from a closing school on their behalf. He also explained the “Jubilee View” project at Whatstandwell � a view which includes road/rail/canal and river. Cllr. Jackson agreed to remind DCC of the need to address the problem caused to land owners by seeding Himalayan Balsam on the canal side and of the fact that the pavement at the Market Place has not been re-surfaced.
AVBC Cllr Gee agreed to investigate the opening policy regarding the Market Place toilets

12/ 788 Matters arising

STW Reservoir Project � response to planning application. Resolved: Clerk to write to AVBC planning expressing no objection in principle to the application but detailing the road safety concerns and suggestions identified by the council at the special meeting held on 20 February 2012. (Copy to DCC Highways/Planning Control)�����
Standing Orders Resolved: to defer this item to the next meeting
Neighbourhood Planning (setting up a meeting with Guy Martin) Resolved: to invite Mr Martin to address the council on a date to be agreed when Cllr Broom returns.

12/789 Clerk's Report

Burial Ground Resolved; Clerk to write to those responsible for graves which do not comply with the BG regulations regarding the “decoration” of the area around individual plots
Need to set up a savings account dedicated to the proposed development of the Burial Ground � Resolved: Clerk to investigate placing �5,000 pounds in a 5 year fixed rate deposit account and �5,000 in an instant access account as part of the planning to expand the Burial Ground should that become necessary.
Proposed programme for part Night Lighting Scheme 2012/13 � this does not appear to affect Crich parish.
Safety issues and insurance related to the lighting of the Beacon: Resolved: to ensure that use of the Beacon complies with the terms of the Parish Council insurance policy.
Insurance issues regarding allowing Village Fete Committee to use the Recreation Ground: Resolved: to ask for a copy of the Fete Committees insurance policy for the event.
Need for replacement lap top computer (current model is now 5 years old, is getting slow and some of the keys are beginning to fail) and request for permission to purchase a replacement. Resolved: to allow Clerk to purchase a suitable replacement lap top.
Proposed housing project to rear of Glebe by Futures Homescape ex Amber Valley Housing (update) Resolved: to allow Mr Willder to address the June meeting
