Minutes of the Annual General Meeting of Crich Parish Council

Present

Cllr. Lane (Chair), Cllr. Clark (vice-Chair), Cllrs. Anstead, Bateman, Baugh, Broom, Brown, Collison, Smith, Thorpe, Walsh and Yorke. Cty. Cllr. Williams. Clerk in attendance.

Appointment of Chair, vice-Chair and members of committees and working groups:

Cllr. Lane (prop. Cllr. Broom and sec. Cllr. Collison) was elected as Chair unopposed.
Cllr. Clark (prop. Cllr. Broom and sec. Cllr. Collison) was elected as vice-Chair unopposed.

16/1357 To receive apologies for absence:

16/1358 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

16/1359 Police matters

Chair welcomed PCSO Christopher Bannister  (christopher.bannister.3841@derbyshire.pnn.police.uk ) to the meeting and thanked him for his attendance. He reported concerns about non-residential property burglaries in the area and agreed to report concerns expressed about speeding and obstructive parking on The Common. He was up-dated on the problems associated with traffic and vandalism related incidents around Fritchley Green.

16/1360 Members of the public (10 minutes)

The growth of ivy and other plants is narrowing Cromford Rd., between the Cross and the Parish Church. This will be reported to DCC.

16/1361 County and Borough Councillors

AVBC Cllr. Thorpe and Cty. Cllr. Williams provided emailed reports.

16/1362 Minutes of the meeting of April 4th 2016

The Minutes were accepted and signed by Chair.

16/1363 Reports

Chair is corresponding with the Chief Executive of AVBC regarding concerns over the lack of opportunity for members of the public to represent their views at planning enquiries even when they wish to correct inaccurate information submitted by other parties.

Neighbourhood Plan – Chair provided a written report. Members acknowledged the hard work and time commitment of this working group and thanked them for it.

STW reservoir liaison – Chair provided a written report.

PLACE project – Cllr. Yorke emailed a report.

It was confirmed that the Parish Council will donate £1100 to purchase an information board for the project to commemorate the Pentrich Revolution. The PC will also pay the planning fees and will  maintain the board for 5 years.

Burial Ground Development – Clerk is investigating the site clearing and consecration issues related to bringing the currently unused part of the existing burial area into use.

Derwent Valley cycleway – Clerk has written to Derek Latham expressing the council’s support in principle.

16/1364 Items for Discussion

Accounts – The Audit Report and Governance Statement were received and approved and the              Annual Report to the external auditor was signed off.

Damage to Fritchley Green – there have been a number of worrying issues over the last few months including:

  • Damage caused by school buses and other large vehicles
  • Children playing football and chasing the ball across the road
  • Erecting football goals on the Green and leaving them overnight
  • Vandalism to the daffodils planted by the local school children

The Parish Council has discussed the matter with AVBC (with the help of AVBC Cllr. Thorpe),     the police (PCSO Bannister) and DCC (with the help of Cty. Cllr. Williams) and a number of remedial options have been discussed and are under consideration including:

  • Requesting a 20 mph zone around the Green
  • Erecting signs
  • Planting shrubs in strategic positions to discourage vehicles impinging on the Green
  • Erecting low bollards or a fence in strategic positions around the margins

Members agreed to consider the options with a view to further discussion and decision making at the June meeting of the full Council.

It was unanimously resolved to close the “Charity Bank Account” which has been inactive for at least 7 years. The balance will be transferred to the Parish Council current account.

Defibrillators – the boxes provided free of charge by the British Heart Foundation are not lockable (in line with their policy). Council considers that lockable units would be more practical and approved the cost of providing 3 replacement doors with key pad operated locks at a cost of £950 if it is not possible to acquire lockable cabinets free of charge.
 
Cllr. Walsh agreed to attend the DCC Parish and Town Council Liaison Forum. 

Clerk was instructed to arrange for the provision of a new noticeboard for Fritchley working to a budget of no more than £1200.

Unused Youth Club equipment – representatives of the local schools will be invited to view the equipment together and divide the items between themselves.

The Parish Beacon – the Crich Fire and Rescue team attended and were most helpful. It is hoped that they can attend future lightings. PC will need to review the transport and storage of the bottled gas in order to meet current safety regulations.

Concern was expressed regarding the speed limits on Main Rd., Whatstandwell. It was resolved to ask Cty Cllr Tylor to represent these concerns to DCC.

16/1366 Planning Applications

AVA/2016/0339 land off Roe’s Lane – reserved matters, application for outline permission AVA/2014/0281 (n.b.this is the original Gladman application for 113 houses) OBJECTION on the following grounds:

  • The proposal is of inappropriate design in that it fails to adequately reflect the traditional character of Crich in terms of layout, house design and materials.
  • The proposal fails to achieve a sustainable mixed community where affordable housing is integrated throughout the development.
  • The proposal fails to make provision for enhanced pedestrian and cycle routes between the development and shops and services in the vicinity of the Market Place.

AVA/2016/0367 1 Mansion Cottages – demolition of lean-to and conservatory. Build new double/single storey extension NO OBJECTION.
