Cty.Cllr. Jackson reported that: Crich quarry is being moth-balled subject to a six monthly review. The 60 mph speed limit on rural roads is under review. The tow path at Cromford Canal is being improved without disturbing the increasingly threatened water vole. Cllr Thorpe asked if the damaged stone wall at Bowmer Lane could be repaired.
AVBC Cllr. Thorpe provided a written report. Also please see minute 10/539 below.
AVBC Cllr. Taylor was unable to attend the meeting but Clerk was instructed to ask her to ensure that the Planning Application for affordable housing to the rear of The Glebe be subject to a site visit.
These were signed with minor amendments
Community Response Plan � it was agreed to defer discussion until the next meeting. Members were asked to consider what useful information they felt should be included on a list of �Emergency Community Contacts�
A letter has been sent to Nick Wilder (Amber Valley Housing) with a copy to Sally Cunliffe (Planning Officer) requesting that the Parish Council be involved with drawing up the terms of the section 106 agreement relating to the development of affordable housing to the rear of The Glebe Field Centre
Audit � internally audited accounts were signed by Chair and will be sent to the Audit Commission
Signs have not been replaced at Wheatcroft and trees have not been cut back at Wheatsheaf Lane - Cllr Thorpe was asked to refer this to AVBC.
Cllr Bateman has requested that grit bins be provided at School Lane and Bulling Lane Clerk will refer this to AVBC.
Len Spencer who is doing a good job at the RG and BG requests the purchase of a hedge trimmer. However, in the interest of Health and Safety it was decided that any hedge cutting would be referred to the landscape contractor (Grass Track).
Bus shelter survey � DCC wishes to monitor the state of the bus shelter stock. Crich Parish Council does not own any of the shelters but can contribute to the survey Clerk will convey information provided by Members. Information given to the Clerk will be passed on to DCC.
Clerk will request that various over-grown verges and hedges/trees be cut back in response to information from Members and members of the public
Cllr. Bateman reported (by telephone) that: a new litter bin has been placed on the Market Place by the telephone box (this box has now been re-instated for emergency calls only), trees on Cromford Road (opposite numbers 8 and 10) are overhanging the carriageway the �School Lane� and �The Common� sign near The Briars are both missing.
In the absence of Cllr. Clark who is Chair of the Finance committee it was agreed to defer this to the July meeting

With reference to the proposed new housing to the rear of the Glebe, Parish Council did not lodge a formal objection but did comment, expressing concern about:
Traffic flow and volume around the Glebe Field Centre
Impact of traffic on the minor roads in the area
The �urban� nature of the design
Housing density on the site
Council also expressed the view that the acknowledged need for affordable housing should not be used as a lever to push through unsuitable applications. (This was a general view and did not necessarily apply in this case)

Letter from Mr Crowfoot relating to problems caused by erection of gates at The Briars (Cllr. Thorpe above). Members present expressed concern that The Briars had still not complied with the Breach of Conditions Notice referring to the car park and had indeed exacerbated the safety problem by erecting a gate and fence. It was agreed that the Clerk should write to Amber Valley Borough Council to express this concern. A telephone message from Cllr. Bateman indicated that he believed that the problem had been resolved but this view found no support in the meeting.

Telephone message from Mrs Marsden complaining about the use of the allotments- Council discussed this matter but found no evidence that allotment tenants had breached The Code of Conduct or had behaved in any way which would be considered unreasonable in a garden setting.
A number of letters and emails were received from residents of the Coast Hill area expressing their objections to the planned housing to the rear of the Glebe (Planning Applications AVA/2010/0379 and 0381). These were considered by the Parish Council and further, the objectors were reminded of the need to relay their concerns to Amber Valley Borough Council
