Cllr. Brierton declared a personal interest in the Planning applications relating to Barn Close Farm
Cllr Bateman declared a personal interest in the Planning Application relating to the Comrades Club
PCSO Shaw reported that 170 worth of damage had been done to a window at the scout Hut intensive local enquiries are bearing fruit. She also brought leaflet giving information on how to deal with nuisance /illegal parking e.g. that at the Jubilee Ground.
Cllr Thorpe reported an attack on a horse and reminded the meeting of previous concerns regarding a black panther in the area.
AVBC Cllr Gee expressed his concern regarding parking outside the chip shop on the Market Place
Cty Cllr Jackson reported that:-
A number of roads in the area are to be resurfaced.
Road markings around Crich Carr School are to be upgraded
He is aware that the contractors have accidentally damaged an oak tree on the new Medical centre sit. This is regrettable but he is confident that it will be replaced.
He is acting to ensure the preservation of the old pit steadson Lindway Lane.
Cllr Bateman asked when remedial action will be taken over the poorly repaired pavements at the Market Place. Cty Cllr Jackson said that after his most recent meetings with the original complainants they did not want to pursue the matter. However, he agreed that the surface was unsatisfactory and should be relaid when the surface temperature was not too low to prevent adhesion. Clerk was instructed to write to the new Cabinet Member for Highways at DCC
AVBC Cllr. Thorpe informed the meeting of the availability of 6 million trees from the Woodland Trust. Councils may apply for a pack- the trees to be planted to commemorate the Queens Diamond Jubilee. The Parish Council agreed that it would like to be involved but may not need all 6 million. Practicalities to be discussed at the July meeting.
AVBC Cllr. Gee introduced himself and shared information he has regarding the future of Crich Quarry.
These were approved by a majority of 6 (Cllrs. Lane, Brierton, Bown, Broom, Harwood and Thorpe) to 1 (Cllr. Bateman) and signed by Chair.
Parish Council remains frustrated in its attempts to establish the role of DCC and AVBC in providing a Winter Gritting service for local roads and pavements. It is not really possible for the Parish Council to establish its own role until that of the other, larger partners is clear. In light of this, Clerk will write to the new DCC Cabinet Member for Highways asking for clarification and the Parish Council will adopt a pragmatic approach which involves identifying what level of service it really can offer the local community (essentially trying to maintain a supply of grit for its own strategically placed bins), making sure that the community is clear about this and ensuring that members of the public know where to find help in winter weather aside from asking for grit for Parish Council bins this help is most likely to come from DCC.
AVBC have not reported back to the Parish council regarding current opening/closing procedures and times, AVBC Cllr Thorpe will pursue this.
The future of the toilets when AVBC gives them up remains uncertain mainly for cost reasons although members do feel that the availability of public toilets is desirable. The hope was expressed that AVBC would change its decision and continue to run the service itself.
Recruiting more members 6 candidates have applied. A selection process will be held at The Glebe on Monday 13th June
Beech trees at the RG the consultants report is expected within the week
The application for Licence to Cultivate Roadside Verge (ref. a tree for the traffic island at Bulling Lane) has been submitted to DCC.
Request to use RG for Nordic walking Council has no objection. Clerk will inform the applicants that they should avoid Tuesdays (Youth Club) and should liaise with Kings Arms FC.
Questionnaire ref. Part-night Street Lighting Cllr Brierton said that under the criteria few of the lights in the Parish would be affected. However, Clerk was instructed to ask if any data regarding the impact on crime and road safety had been gathered in areas where the scheme is already in place.
The signing of the internally audited accounts was postponed until the extraordinary meeting to be held on Monday 13th. June.
Proposed development at Crich Quarry AVBC Cllr. Gee circulated a brochure and there was a brief discussion in which a number of shades of opinion were expressed. No formal a planning application has yet been lodged.
Work done by AVBC on play equipment at the Recreation Ground/unpaid invoice* - observations by Cllr Brierton and Mr. Len Spencer suggest that this work was done and the invoice will be paid.
Cllrs Brierton and Bown of the Allotment Committee requested that an order be put in to have a layer of stone laid on the car park area Clerk will find out the cost. They also commended the allotment holders on the appearance of the site. It was agreed that an allotment competition would not be held this year as the judging criteria would be too complex.
