Cromford Rd. remains overgrown (this matter has already been reported to DCC).
AVBC Cllr. Thorpe provided an emailed report.
AVBC Cllr. Gee has lodged a formal request that Planning Applications AVBC/2016/0464 and 0483 shall be referred to the full Planning Committee and not decided by officers under delegated powers. Further, he has asked for an enforcement notice to be issued regarding the car boot sale site off Roe’s Lane on the grounds of dangerous access.
Cty. Cllr. Taylor is lobbying DCC regarding revision of the speed limit on Main Rd. Whatstandwell and on inadequate drains in the same area.
Cty. Cllr. Williams is pressing DCC to act on road safety issues in Fritchley by providing a 20 mph zone, a School Safety Zone and traffic calming measures. He has also requested dropped curbs outside the Congregational Chapel in Fritchley.
The Minutes were accepted and signed by Chair.
Chair reported her concerns that the Clinical Commissioning Group and DCC may withdraw funding for the Day Care Centre at the Glebe at the end of September. She is representing the interest of the community by participation in lobbying both organisations to fund the continuation of this valuable service.
Fritchley Green The Green has been the subject of damage by buses serving the school and vandals damaging the daffodils. It has also become the site of football games resulting in nuisance and road safety issues. It was resolved unanimously to set up a working group to consult with residents and seek solutions – Cllrs. Clark, Collison, Lane, Thorpe and Yorke to be members.
Naming the new development off Crich Rd. Fritchley – Council resolved to object to the two names suggested by the developers on the grounds that the spelling of both” Frecheville” and “Somertrees” is confusing and unnecessarily complicated.
PLACE project and RG play area inspection report – the report highlights some maintenance issues. Cllrs. Clark and Yorke to investigate what needs to be done in the short term in the light of the proposed refurbishment of all the play equipment under the PLACE project. The PLACE project will once again run the tea stall at Crich Fete.
STW reservoir liaison – Chair has circulated a copy of the minutes of the latest meeting of the Liaison Group.
Burial Ground Development – the line of the low pressure gas main has now been identified and marked. Allowing for the easement on either side of the pipe it is estimated that there is enough space within the bounds of the current burial area to accommodate approximately 50 more plots. If 2 or 3 more rows of graves are put along the bottom PC could provide enough space to last for 15 0r 20 years. To enable this to happen the area must be cleared and levelled for re-seeding (estimate available) and the land will need to be consecrated (the process of getting advice on this is proving tortuous). Clerk was instructed to put the necessary groundwork in hand.
The overgrowth of vegetation narrowing Cromford Rd has been reported to DCC ref: F158001 but not yet dealt with by them.
Len Spencer who has carried out the duties of Warden at the RG and BG and has undertaken a number of tasks around the Parish for the last 8 years is unable to continue to provide this service and is working a one month period of notice. Clerk has written to him thanking him for his good work and helpful attitude. Clerk to advertise for a contractor to take on the work of Warden for the Burial and Recreation Grounds. It was agreed that the Parish Council would not seek to employ an individual directly.
Defibrillators – It was resolved that 3 lockable doors will be purchased at a cost of £540. The search for suitable sites goes on.
Unused Youth Club equipment – Clerk has informed the schools that each of them will be invited to send a representative to view the equipment when staff at the Glebe have been able to retrieve it from various cupboards (thanks to Chair for her help in identifying the locations within the Glebe complex). Hopefully this will precede the July Council meeting.
Closing of Yorkshire Bank Charity Account - this account has now been closed and the balance of £130.14 has been transferred to the Current Account.
New noticeboard for Fritchley – A quote of £2,328 has been received for the provision and fitting of a 1200 mm wide noticeboard of similar design and construction to the free-standing one at Crich Market Place. It is proposed that it will have one lockable side-opening door and one without a lock to allow use by the public. It was resolved unanimously that the noticeboard should be ordered.

Members listened to submissions from residents who expressed their dismay and objections to the 2 planning applications concerning land near Roe’s Lane and Hillcrest. AVBC Cllr. Thorpe advised concerned residents to request a site meeting with a member of the AVBC Development (planning) team.
AVA/2016/0464 land off the track Roes Lane – application for outline permission to build up to 60 dwellings (departure from the adopted development plan). OBJECTION on the following grounds:
