Minutes of the Annual General Meeting of Crich Parish Council

Chair paid tribute to all those who are helping to care for the victims of the recent terrorist atrocities in London and Manchester. Members paid their respects to those who have lost their lives by observing a period of silence.

Present:

Cllrs. Lane (Chair), Clark (vice-Chair), Anstead, Baugh, Broom, Brown, Collison, Smith, Walsh and Yorke. One member of the public.

Part 1 Non – confidential items

17/1514 To receive apologies for absence:

Cllr. Thorpe.

17/1515 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

17/1516 Police matters

No police present.
Chair will write to the Police and Crime Commissioner for Derbyshire to express local concern over the lack of a visible police presence and the lack of response to the recent crimes at the Post Office and Glebe Field Close.

17/1517 Members of the public (10 minutes)

It was reported that street light 21994 on the Common has be out for some months and that the “Plaistow Green” road nameplate is missing. Clerk will report these matters to DCC and AVBC.

17/1518 County and Borough Councillors

None present.

17/1519 Minutes of the meeting of May 8th 2017

17/1520 Reports

Neighbourhood Plan – final instalment of grant from Groundwork UK has now been received and the production of the plan is now on the “last lap”. Members of the steering group are meeting AVBC planners on Tuesday 6th June.
PLACE project – the finalisation of a major grant from Veolia is going forward enabled by the generosity of Cllr. Smith. 50% of the grant can be made available immediately with the remainder payable on completion of the project. A further grant has been awarded from the Freemasonry Community Fund. The committee raised funds by providing refreshments at the Fire Station Open Day; they have distributed collection tins around the village and are joining the “Just Giving” website. Members thanked Cllr. Yorke for his continuing efforts on behalf of the project.
BG development – Chair will take further legal advice before signing the easement agreement regarding the low-pressure gas main, which runs through the site. In relation to this matter regarding parish land it was suggested that the Council investigates registration.

An Equality and Diversity Policy was adopted unanimously (prop. Cllr. Broom sec. Cllr. Smith).
AVBC Local Plan – the proposed final version is being considered at a meeting held on Monday 5th June 2017.
Parish Council website – Cllrs. Anstead and Collison will begin their on-line training on Wednesday 7th June 2017.
New sub-station at Dimple Lane/Springfield Close – objections have been made to the parties concerned and residents have raised a petition but WPD have prescriptive rights and cannot be forced to re-locate the structure. It is hoped that they will bow to the weight of public opinion and move the box to a less obtrusive location.
Security for staff at Glebe Field Centre – this matter is under consideration by the Management Committee.
Recruitment of new Clerk – the present Clerk agreed to supply drafts of a job description, person specification and an advertisement for consideration by Members.
“Queens of the Mountains ladies cycle race – the pink promotional bicycle will be located near the junction of Allen Lane and Bullbridge Hill.
