Cllrs. Lane (Chair), Clark (vice-Chair), Anstead, Bateman, Baugh, Broom, Brown, Collison, Smith, Thorpe, and Walsh. 3 members of the public.

Part 1 Non – confidential items

17/1527 To receive apologies for absence:

Cllr. Yorke and Cty. Cllr. Ainsworth

17/1528 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.


17/1528 Police matters

No police present

17/1530 Members of the public (10 minutes)

Pavements verges and road sides are overgrown with weeds.
Clerk was instructed to report this situation to AVBC and to DCC Highways.

17/1531 County and Borough Councillors

Cty. Cllr Ainsworth reported by email that road makings associated with the 20 mph zone in Fritchley had been put in place.
AVBC Cllr. Thorpe has been dealing with the following issues:
Parking problems in Fritchley
Flooding in Fritchley
Loose horses
Health and Safety issues at the Peveril Homes site on the Common.
Further she reports some optimism regarding the prevention of the proposed housing development at Bowmer Lane.

17/1532 Minutes of the meeting of June 5th 2017

17/1533 Reports

Chair provided an emailed report summarised as follows:

  1. The STW reservoir project is on schedule and is due for completion in July 2018.
  2. STW Community Engagement Fund – a further £25,000 is being made available the following Members volunteered to represent the areas as shown – Cllr. Walsh (Whatstandwell), Cllr. Smith (Crich) and Cllr. Thorpe (Fritchley)
  3. The Vicar has requested that the Parish Office (the Parish Clerk’s office) in the Glebe Field Centre be made available for occasional use and location of a printer by the Parish Church. It was agreed that no decision would be made until a new Parish Clerk was in post.
  4. Neighbourhood Plan

    The following resolutions were proposed by Cllr. Collison and seconded by Cllr. Smith in order to progress the Neighbourhood Plan:

  1. To agree the Crich Parish Neighbourhood Development Plan as amended following the regulation 14 consultation
  2. To agree that the Crich Parish Neighbourhood Development Plan and necessary associated documents be submitted to Amber Valley Borough Council under article 15 of the Neighbourhood Planning (General) regulations 2012.
  3. To agree to delegate authority to the Chair to finalise minor drafting corrections.

The proposal was carried unanimously.
PLACE project (Cllr. Yorke was unable to attend the meeting but will provide a report by email.
BG development including easement document – it has not been possible to sign the easement document yet. Clerk has arranged for the remains of the grubbed out hedge to be removed and has placed an order with Grass Track for the landscaping and seeding of the new area in the autumn. It should be possible to make arrangements for consecration in Spring 2018
Clerk has reported failed street light at the Common to DCC and the missing Plaistow Green road sign to AVBC.

17/1534 Items for Discussion

Recruitment of new Clerk – seven applications have been received and the appointment committee has agreed a timescale for the short-listing and interviewing process. The retiring clerk was thanked for his work in advertising the post and preparing the relevant documents.
Design of Pentrich Revolution display board has been approved and Clerk will order the lectern style display board.
Telecom structure at Sandy Lane/Market Place - this is unsuitable in terms of appearance and location. AVBC Cllrs. Thorpe and Gee are pursuing this matter.
Electricity sub-station at Dimple Lane – residents continue their vigorous protest against this structure.
BT broadband and telephone contract – it was resolved to renew this for a further 2 years.

17/1535 Planning Decisions

AVA/2017/0347 The Cottage, Front St., Fritchley – removal of front wall to provide car parking.

AVA/2017/ 0559 16, Dale Close, Fritchley – replacement of gable end with full hip roof.
AVA/2017/0433 10, Hodder Close – conservatory.

17/1536 Planning Applications

AVA/2017/0685 old Highways Storage Depot, Wakebridge – 3 holiday cabins OBJECTION this would be an unsuitable development in the Derwent Valley World Heritage Site Buffer Zone.
