Minutes of the extraordinary meeting of Crich Parish Council

Tuesday 2nd August 2011, held in the Glebe Field Centre.

Present:

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Baugh, Bown, Broom, Clark, Harwood, Slaney, Steppings, Thorpe and Wells. Clerk in attendance.

  1. After consideration of the arboricultural report it was agreed to fell the 9 beech trees situated at the Recreation Ground. Members studied the detail of 4 quotations and agreed to instruct Derwent Treescapes of Matlock to carry out the work as soon as possible.
    Suitable trees will be planted in their place as and when the site is ready.
    Parish Council is aware of the contribution the trees make to the locality but consider the safety of residents, Recreation Ground users and property to be of paramount importance.
  2. The following Panning Applications were considered
    AVA/2011/0678 The Croft, Dimple Head � renovation, side conservatory, front and rear porch, garden room, out-building and re-roofing of wooden shed NO OBJECTION
    AVA/2011/0666 �Conway Read�, The Common � to change external material from brick to blocks with smooth render finish (change from originally granted permission AVA/2005/1494) NO OBJECTION
    AVA/2011/0270 Dial Farm, The Common � 2 storey extension NO OBJECTION
    AVA/2011/0384 Mooredge Farm, Park Head � conversion of farm buildings to dwelling house OBJECTION on the grounds that the dwelling is not intended for family use and will have no agricultural tie. It was considered that granting permission in these circumstances would constitute the creation of an unfortunate precedent.
    AVA/2011/0642 Penrose, Sandy Lane � 1st floor extension and 2 first floor windows to S.E. elevation NO OBJECTION
    AVA/2011/0480 Coddington Hall Farm, Hindersitch Lane � part demolition of a poor quality shed to be replaced by lower buildings with � the foot print. NO OBJECTION
  3. The following cheques were signed;

  4. Clerk reported that Japanese knotweed at the RG has been sprayed by Derbyshire County Council and a notice will be erected warning the public that it is an offence to move/distribute the plant. Parish Council has taken the appropriate action recommended by Derbyshire County Council, The Environment Agency and Derbyshire Police Wildlife Unit.
  5. The Winter Service Working Group met on Tuesday 2nd August. Cllr. Wells reported that Cllr. Slaney has agreed to be the Parish Snow Warden (Chair expressed thanks to Cllr Slaney on behalf of the Council) and that the group was seeking clarification from DCC and AVBC as to their roles in the provision of Winter Service before Crich PC could finalise its policy.
  6. The matter of Code of Conduct of Members was raised.
    After a very positive debate it was agreed unanimously that adherence to the Code is essential if the Council is to function harmoniously and effectively.
    This topic will be placed on the September agenda as a �Confidential item�.
