Minutes of the meeting of Crich Parish Council
Monday, 5 September 2005, in the Glebe Field Centre

Present: Cllr Lane (Chair), Cllrs Bendon, Goodhead, Harris, Harwood, Salt, Tromans, and Whitney, Clerk in attendance, and 4 members of the public.

Apologies: Cllrs Brierton, Cooke, Smith, and Thorpe.

05/153 Minutes of the meeting of 1 August 2005
RESOLVED: that these be signed by the Chair.

05/154 Matters arising from the Minutes
Cllr Salt reported that the Fritchley pavement by the Red Lion had been resurfaced.
Cllr Harwood reported that growth along the Dowie Way to Wheatsheaf Lane footway had been partly trimmed.

05/155 Police Matters
No PC attended. Cllr Tromans reported on recent criminal damage in Wheatcroft. Clerk said that the perspex on the notice board on Coasthill had been smashed again. Key Services had been asked to repair it. Chair reported recurrent obstruction to a footpath (FP 78) at Bowmer Lane, Fritchley. Cllr Goodhead said that an unlicensed car had been seen at the Market Place for five weeks. Police had been informed but there had been no action to date.
RESOLVED: Clerk with Cllr Tromans to write to Inspector Lish on Wheatcroft.
RESOLVED: Clerk to write to DCC and Police about FP 78 obstruction.

05/156 Local Authority Councillors
Chair read out Cllr Thorpe�s report on her activities as Borough Councillor.
RESOLVED: not to make any commitment to a new grit bin on Chadwick Nick Lane until AVBC had clarified its policy on grit bin provision.

Clerk�s Report
05/157 Amber Hill/New Road emergency access Cllr Goodhead and Cty Cllr Jackson had met on site with DCC, who found no reason to alter the present layout.
RESOLVED: Clerk to write to DCC.
05/158 Amber Valley Waste Collection: public meeting 16 September Ripley Leisure Centre 7 pm Clerk informed members of this meeting which AVBC and local councillors would also attend.
05/159 Coddington Top Farm Mr A Bostock addressed the meeting on the history of development and AVBC planning enforcement at this site and on his recent efforts regarding enforcement.
RESOLVED: Clerk to write to AVBC in support of Mr Bostock.
05/160 Conclusive map of registered common land & open country Clerk presented the Countryside Agency�s conclusive map under the Countryside and Rights of Way Act 2000.
05/161 DALC AGM 17 September Chair and Clerk would attend.
05/162 Fritchley School playing field Chair would discuss the Council�s litter bin with the School. Clerk was preparing a new notice for the entrance gate.
05/163 Recreation Ground: Charity Commission application Clerk had sent back the completed registration form in August and had asked for advice on who should fill in the Trustee form.
05/164 Woodside Farm: to consider letter(s) to Press This item was considered once again as instructed in August.
RESOLVED: not to write any letter to the Press specifically on this matter.
RESOLVED: Chair to prepare a monthly Press release on the Council�s activities for distribution to Derbyshire Times, Matlock Mercury, and Ripley & Heanor News.

Burial Ground
05/167 Minutes of Committee 1 August Clerk presented the Minutes for 1 August.
RESOLVED: to accept the Minutes of the Committee.
05/168 Burial ground access purchase Clerk said a cheque had been signed for �500 in mid August for the purchase price in accordance with Council resolution 7102 of 7 March and completion was expected shortly. He would meet with Ian Bunting of J C Balls on site to go over the resurfacing specification.
05/169 Burial ground memorial inspection results Clerk would publish the results in shortened form for public display shortly.

05/170 Transport
Minutes of Committee 17 August Clerk presented the Minutes for 17 August.
RESOLVED: to accept the Minutes of the Committee.
Cllr Bendon updated the Council on further progress. Clerk reported on Fritchley yellow lines under Information.

05/171 Key Services
Cllr Bendon reported on extra tasks for Key Services. He was also concerned about the litter in Crich Market Place.
RESOLVED: that Key Services add the Playground to their permanent grass cutting duties and be given a list of other occasional tasks when necessary.
RESOLVED: Clerk to write to AVBC about Market Place litter.

05/172 Website
Members discussed the present and future content of the website.
RESOLVED: to reconsider the subject in October after Clerk had seen what was left of previous Council funding.

05/193 Information
Cllr Goodhead said that AVBC was now cutting lawns using bags to collect the cutting waste.
Cllr Harwood reported some unmortared coping stones on Cromford Road (Clerk to write to DCC).
Cllr Bendon said that Rolls Royce had now permitted him to attend future sampling sessions. He also read a letter from DCC on the possible outcomes should FP 15 fall into the Quarry.
Cllr Cooke (through Cllr Bendon) said he had now asked Parkwood Conservation Group to clear growth from Torrs Steps and from FPs 15 and 21d from Crich Stand to Wakebridge and FP 59 along the edge of the Recreation Ground. Other members suggested adding the footpath past the reservoir from Coasthill.
Cllr Salt asked the Clerk to write to BT or DCC about the surface around the phone box on Fritchley Green.
Clerk reported DCC�s refusal to paint double yellow lines in Fritchley Church Street. He also said that DCC maintained the path in Crich leading off Bowns Hill to the Junior School as a footpath only not a vehicular access. Mending of holes in the tarmac there was up to the residents to do.
Chair would attend AVBC Civic Service on Sunday 11 September and had two tickets for a Tramway event on 21 September. Clerk offered to attend.
