Mrs. Hartshorne reported that the grate on Dimple Lane (just below the entrance to Hilts Quarry ) is actually above the level of the road. As a result it takes no water away and contributes to the flooding of that part or the road. Clerk will report this to DCC. Further, she thanked the Council for raising the kerb outside The Sycamores on The Common.
With reference to the proposed new Health Centre, Mrs. Hartshorne expressed concern over the width of the access to the site and the parking provision. Another parishioner questioned the viability of the project. Chair explained that there will be more opportunities for public consultation and that viability was not a matter for the Parish Council.

No Police officers were able to attend, Council expressed disappointment at this and hoped to meet the new PCSO (Donna Shaw) at the next meeting.
Clerk reported that a number of areas in a neighbouring parish have been designated �alcohol-free� zones. It was agreed that Clerk should pursue the idea with reference to the Market Place, Recreation Ground and Jubilee Ground � he will liaise with Sgt. Julie Hay on this matter.
There have been more incidents of bad behaviour and alleged under-age drinking on the Recreation Ground, AVBC Cllr. Taylor has been looking into this. Cllr. Bateman suggested that a notice banning drinking and smoking on the play area be erected. The notice would also carry a reminder that the play area is for under 16s only � it was agreed that the Clerk would investigate the provision of an appropriate notice.
A number of incidents had been reported to councillors who had advised that these be reported to the police.
Mr. Christopher Bown of Hillcrest, Bullbridge Hill had submitted a detailed letter of application and Curriculum Vitae. After a short interview, held in open meeting, it was unanimously agreed to co-opt him onto the council subject to signing of the appropriate forms. Chair welcomed Mr. Bown to the Council

Cllrs. Lane, Thorpe and Tromans will represent the Parish Council at �Quiet Lanes� meetings to be held at County Hall and at South Wingfield. Cllr. Tromans asked for clarification of the Parish Council�s stance on �Quiet Lanes� it was agreed that this would be best represented as an �open minded approach�.
AVBC Cllr. Thorpe reported that:
She has asked DCC Highways to examine the wall on Bullbridge Hill which has been hit by a car. Some weed spraying has been done by DCC and AVBC but lack of liaison between the two has meant that the quality of the job is not what it could have been. She also expressed her disappointment with the decision of Ripley Town Council to ban Paddy Cook (a well-known Crich resident and charity fund raiser) from playing his barrel organ on the streets, on the grounds of Health and Safety � there was general agreement with her view of this issue.
AVBC Cllr. Taylor has represented the Parish wish to keep the Market Place telephone box at Planning Committee and is working on the problems of behaviour on the Recreation Ground.

Allotment Agreement � Receipt of the signed lease agreement has been acknowledged by the new owner.
Jubilee wall � the quotation submitted by Paul Beasley was accepted by the Council.
Correspondence between Chair, Parish Council and Derbyshire Constabulary (this matter was discussed in the absence of the public and the content of a written response was agreed by the whole Council).
Consideration of response to letter from Helen Bailey and Stephanie Crofts (this matter was discussed in the absence of the public and the content of a letter to be written by the Clerk was agreed by the whole Council.)
Parish land � Clerk expressed his wish to identify this land and to collect the rents. It was agreed that he seek the help of his predecessor (Michael Coultas) who had worked on this in the past.
Identifying footpaths in need of improvement work. Stones Lane and the path from Market Place to RG (no signpost) were mentioned. The matter will be discussed further at the next meeting.
Identification of roads in need of repair � referred to Transport Committee.
RG fence � work on the new fence to rear of goal posts is imminent.
Fence around children�s play area has been repaired following vandalism.
The date agreed for a site visit to Hilts Quarry was Tuesday 16th September at 6.00pm.
It was agreed to hold a meeting of the Finance Committee on Monday 29th September at 7.00pm. This meeting will consider the financing of future projects.
DCC have been asked to provide white lines as requested by the Transport Committee
Amber Valley Waste Strategy Consultation � Cllr. Fudge offered to complete this on behalf of the Council.
Apology from Severn Trent � this relates to workmen who caused a nuisance around the Market Place on the night of 28th April 2008. Copies of the apology will be posted on Parish notice boards.
South Wingfield Parish Council is hosting a meeting on �Green Ways and Quiet Lanes� on Tuesday 23rd September at 7.30 pm in South Wingfield Parish Room. All interested are welcome. Cty Cllr. Jackson (by email) reminds all concerned that this is also an issue needing work at County Council level and that he will continue to work assiduously on the matter. Cllrs. Lane, Tromans and Thorpe will attend.
BT Payphone provision - Parish council having made a representation on the proposals was invited to be represented (and to speak if so desired) at the Planning Board at Ripley on the night of this meeting. AVBC Cllr. Gill Taylor will represent Crich PC.
Police Liaison Officer at AVBC informed of vandalism problems at Recreation Ground and Jubilee Ground AVBC Cllr. Taylor is helping with this matter.

Chair reported a request from the owners of Orchard Cottage , Fritchley, to put a builders skip on The Green for one week. Council decided to refuse permission on the grounds that it did not want this most attractive area to be damaged and did not want to set a precedent.
Cllr. Thorpe said that stage 2 of the consultation process re. the old Stevensons site will be held in late Autumn. There will also be a newsletter.
Cllr. Bateman reported that the missing litter bins at Bulling Lane and outside Costcutter had still not been replaced �AVBC Cllr. Thorpe will pursue this matter.
Cllr. Harwood informed the meeting that new residents at The Beeches have nine cats, these are causing a nuisance by entering neighbouring properties via open windows. Clerk will seek the help of Amber Valley Housing.
