Monday 5th Sept 2011, held in the Glebe Field Centre.

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Baugh, Bown, Broom, Clark Harwood, Slaney, Steppings, Thorpe, Wells, Cty Cllr. Jackson and 22 members of the public. Clerk in attendance.



11/680 Matters raised by members of the public

A resident of Chadwick Nick Lane expressed public concern regarding the impact of construction work at the STW reservoir site. The director of The Briars also expressed concern and described the contact he had already had with the engineers. After some discussion it was agreed that a Working Group be set up to represent the interests of the community. It was agreed that the group would meet on 19th September at 7.00pm at The Glebe. The Parish Council will be represented by Cllrs. Lane, Broom and Slaney. Residents will represented by Denise Haslam of Chadwick Nick Lane and Fr. Robbie O�Callaghan of The Briars.

A resident expressed concern over the narrowness of the access to the site of the proposed Amber Valley Housing to the rear of The Glebe.

It was reported that a number of metal thefts have occurred recently.

In reply to a question Chair explained that there is no public access to the new Medical Centre past the bungalows.

11/681 Declarations of Interest

Cllrs Lane and Thorpe declared an interest in the matter relating to Carnival parking at the Glebe.
Cllr. Bateman declared an interest in the planning application relating to Costcutter.

11/682 Police matters

No police present.
PC Wilbourne has been transferred to another part of the county. Council thanked him for his work and wished him well in the future. PCSO Shaw will continue to serve the area.

11/683 Local Authority Councillors

Cty Cllr Jackson reported that: - He is preparing a public information pamphlet on the problems of Japanese knotweed, Himalayan Balsam and Ragwort. His interest in remedial work on the pavement at the Market Place continues � we await the contractors.

11/685 Matters arising

Derwent Treescapes hope to commence the work on the beech trees at the Recreation Ground before mid-September.
It was agreed to ask Mr. Spencer to water and mulch the distressed Jubilee oak tree in the Glebe grounds.
Ambergate Reservoir Project � a residents� group has been set up (see above).
Winter Service Working Group � Cllr wells presented a comprehensive written report of the work done so far and expanded on its content. He asked members to nominate routes to be added to the DCC �tertiary category of gritting list� and announced that the group believes that Crich would be best served by employing a local contractor to help with additional gritting. It was agreed that the Parish Council would order an initial fill of all its grit bins once their locations had been finalised and placed on a data base. Cllr. Steppings said that the group was in negotiation with representatives of the New Medical Centre and Lloyds Pharmacy to ensure that a plan to keep clear access during winter weather is in place. Chair thanked the group for its excellent work so far and thanked Cllr. Slaney for volunteering to act as Snow Warden. The next meeting will be held on 21st September
Allotment car park and footpath � Cllr Brierton is trying to contact the contractor in order to organise the laying of road planings as soon as possible.
AVHLtd project to build affordable homes near The Glebe �the public consultation will take place on Wednesday October 12th 4.30 � 7.30 pm.
Registering Parish land � Chair has this in hand and will contact Professor Eggleston who has specialist local knowledge. Cllr. Slaney asked to be involved in future meetings on this subject

11/686 Clerks Report

The Parish Accounts 2010-2011 have been approved by the Audit Commission
Recording meetings � the way meetings are recorded and minutes are presented was discussed. Clerk was invited to consider the matter from his perspective and to report back.
Farmers market � it was thought that it would be an attractive idea but the fact that the shops already sell local produce gave rise to concerns that such a market could have an adverse effect on local traders.
Signage for new Medical Centre (from Market Place) � it was agreed that this is a matter for the Medical Centre and for Lloyds Pharmacy.
It was agreed that the Cultivation Licence for the Bulling Lane traffic island required the Council to accept an unreasonable level of responsibility for what may go on underground (cables, pipes etc). Flowers or a planter would produce fewer potential problems so it was agreed to add the site to the list for floral decoration next spring.
Footpath sign at Market Place � the missing sign has been reported to DCC. Cllr Slaney asked that DCC be informed that the gravel on the path made it impassable for pushchairs.
Youth Club � Council acknowledged receipt of constitution, accounts, insurance, minutes and autumn programme. It was stated that the Parish Council is not responsible for paying for Youth Club insurance.

Crich Ward (7); Cllrs. Brierton, Bateman, Baugh, Broom, Harwood, Steppings, and Wells
Fritchley Ward (3): Cllrs. Lane, Bown and Thorpe
Whatstandwell Ward (2): Cllrs. Clark and Slaney
Vandalism at RG Play Area. There were problems early in the school holidays. The Police and Len Spencer have responded admirably and the Recreation Ground has been relatively trouble free recently. It was agreed that more litter bins (larger if possible) should be made available. Cllr Thorpe agreed to ask AVBC why they had suddenly ceased to empty the bins
FP 55 Church Meadow to Cromford Rd the missing sign has been reported to DCC.

Letter from Glebe Field Trust Management Committee re. Nuisance car parking at Carnival. Clerk will write to the Carnival committee.
Letter objecting to extant planning application AVA/2008/0906 � this application seeks an extension of the approval already granted and gives the opportunity to raise any new objections. (See Planning Applications above).

Conduct of Members of the Council � It was resolved to remind Councillors of the Code of Conduct they had signed in respect of their conduct as a Member of the Parish Council
