Minutes of the meeting of Crich Parish Council

Present:

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Baugh, Clark, Harwood, Slaney, Steppings Thorpe and Wells. Cty Cllr. D Williams and 5 members of the public. Clerk in attendance.

It was with regret that Clerk reported the sudden death of Peter Hunt (Belper Town Council) who was well known and respected in the town and who has been very helpful to Crich PC in the past regarding the small Christmas trees and fixings.

13/962 To receive apologies for absence:

13/963 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

13/964 Police matters

No police present. Clerk was instructed to inform police of vandalism involving the public seating at the Market Place and of concerns regarding speeding and obstructive parking at the lower end of Sandy Lane between the Jubilee Ground and the Market Place.

13/965 Matters of the public (10 minutes)

A request was made for the placing of a flashing 30mph speed limit sign on Sandy Lane

The state of the road edges near the grit bin at Hollins Lane was again reported and will be referred to DCC Highways.

13/966 Reports from County and Borough Councillors

AVBC Cllr Thorpe presented a written report which had been circulated.
Cty Cllr Williams reported that DCC are unable to fund the provision of dropped curbs to facilitate travel by wheelchair from Fritchley to the surgery in Crich. He is willing to make a donation from his Community Fund and asked that local Members of Parliament be lobbied. Clerk was instructed to write to our local MPs. Nigel Mills and Patrick McCloughlin. Cllr. Clark thanked Cty. Cllr. Williams for his help in this matter.

13/967 Minutes of the meeting of July 15th 2013

The Minutes were approved and signed.

13/968 Matters arising from the meeting of July 15th 2013

Market Place development - Cllr. Steppings gave an up-date on progress towards renovating the Market Place seating. Resolved: 1. Detailed quotes in hand to be considered 2. The stand-alone seat to be 2.4 metres long (not 2 metres as previously suggested).
Winter Service up-date - Cllr. Wells presented a written report. Resolved: 1. JGS Construction to be asked to provide a grit bin filling service during the forthcoming winter. 2. A buyer be sought for the grit spreader (it will not spread grit but would be suitable for fertiliser!).
The Bulling Lane road island. Resolved: Clerk to contact AVBC and DCC with a view to tidying up the signage on and around the island.
Replanting of trees at the Recreation Ground. Resolved: to seek opinions at the Open Meeting
The detailed programme for the Open Meeting was agreed.
Tree management at Tors Quarry � an initial quote suggests that the cost of work is within the budget for this year. Resolved: Clerk to seek 2 more quotes for the work.
Whole Council Training delivered by Sarita Presland (Chief Officer of DALC) can provide training for the whole council at a cost of �150. Resolved: Cllr. Broom to try to find a suitable date. “Have Your Say event - In response to a question from Cllr. Broom AVBC state that the subject of Social and Affordable Housing for villages will be dealt with in stage 2 of the Core Strategy.

13/969 Report by the Parish Clerk:

The August report was distributed to members. It included a record of the cheques signed.
The need for a pavement on Sandy Lane has been reported to DCC Highways.
The RG play equipment repairs � AVBC Landscape Services has been asked to carry out the remedial work suggested by the safety report.
Arranging to place a further �5000 in a deposit account. Resolved: Clerk to make arrangements for this to be set up with the bank.
Damage to seats at Market Place � the single bench has been removed for safety reasons and remedial work has been carried out on the seating in the alcove.

AVA/2013/0152 Mooredge Farm, Parkhead � conversion of farm building to dwelling (re-submission)
Permitted:
AVA/2013/0614 land at the side of Wainwrights Cottage, Dimple Lane, Fritchley construction of barn and store.

No objections were recorded regarding the following applications:
AVA/2013/0595 Yews Cottage, The Common demolition of cottage and barn to be replaced by new dwelling .
TRE/2013/0097 Carr Cottage, Shaw�s Hill, Whatstandwell � remove 20 trees alongside road.

Letter from Paul Benski (AVBVC solicitor) informing PC that he is considering a formal application from Crich Community Spa to designate The Black Swan as a “Community Asset”.

13/974 Communications from Parishioners

Concerns about the fallen wall on the footpath between Bennetts Lane and The Tors have again been referred to DCC Rights of Way and DCC Structures Dept.
