Minutes of the meeting of Crich Parish Council

Monday 5th October 2010, held in the Glebe Field Centre.

Present:

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Birkin, Bown, Clark Harrison, Harwood, Steppings, Thorpe and 5 members of the public.  Clerk in attendance.

10/566 Matters raised by members of the public

Dog fouling is a problem in the Sandy Lane, Tors, Jubilee Ground area - Clerk will contact AVBC.  
Trees are overgrowing the footpath at Hodder Close and Wheatsheaf Lane � Clerk will contact AVBC
Will the Market Place Chemist close if there is a new shop at the proposed new Health Centre? � This will presumably be a commercial decision.

10/567 Declarations of interest

10/568 Police matters

PC Wilbourne sent apologies but emailed a report of two house burglaries at The Common on September 10th and another at Hindersitch Lane. In all cases a rear window had been forced. PLEASE REPORT ANY SUSPICIOUS ACTIVITY TO THE POLICE AT THE TIME

10/569 Local Authority Councillors

AVBC Cllr. Thorpe � written report . She drew the attention of members to changes in planning regulations which will grant residents increased freedom to develop their property,

10/570 Minutes of the meeting of Sep 6th 2010

These were signed by Chair after the attendance of Cllr Clark had been added along with Cllr Birkin�s apology.

10/571 Matters arising from the Minutes

Allotment insurance � Clerk is in contact with Zurich Municipal and awaits their final comments. 
Emergency Response Plan � Cllr. Clark has studied the requirements which seem to be worthy but excessive. There are 32 categories of required information, only 8 of which are already in the public domain. To provide information on the others would (a) take a great deal of research (b) risk breaching privacy laws e.g. who in the community has a boat/chainsaw/first aid qualification/sandbags/generator/fire-fighting experience etc. After a long discussion it was agreed that Cllr Clark would again try to contact the responsible officer at DCC.
Burial Ground Charges � these will be reviewed by the Finance committee in the light of charges made by other local authorities and the impact the Burial Ground has on Parish finances
The grit bin order has been placed with AVBC.  The cost will be in excess of �6000.
Membership of Rural Action Derbyshire � Chair, having studied the documents saw no value in Crich PC being a member. This was agreed by the meeting. 
Clerk has publicised Parish Council grants and donations and sent application forms to previous applicants. 
Clerk wrote to Mr. Slaney regarding his help (or apparently, more correctly, the help of his son, Neil) in relation to avoiding disruption by gas works around the Market Place.
Cllr. Bateman reports that the �shed� at Wakebridge which was the subject of an enforcement order has been removed.
The Scouts have provided some of the information required by the Council before it would finalise the grant of �6,000. Council did not consider this information to be adequate and Clerk was instructed to follow the matter up.

10/572 Clerk�s Report

The street lamp at Wheatsheaf Lane will need to be moved a few yards from the original position. 
Invoices have been sent to parishioners who rent Parish land and all rents have been paid.

10/577 Communications from members of the public

Jennifer Sanderson from Shaw�s Hill has e-mailed regarding speeding traffic at that location and requested a 20mph speed limit. Her concerns have been passed to Cty Cllr Jackson
