13/975 To receive apologies for absence:

13/976 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

13/978 Matters of the public (10 minutes)

Trevor Griffin (Derbyshire Archaeological Society gave a brief up-date on the proposed Market Place information board. Ways in which Council can assist the planning application to be referred to the next meeting.

13/979 Reports from County and Borough Councillors

Cty. Cllr. Williams was thanked for his continuing efforts to provide 2 dropped kerbs at Fritchley which would enable mobility vehicles to travel between Fritchley and Crich. His efforts include the provision of �500 from his Community Leadership Fund to help with the cost.

Cty. Cllr. Williams also agreed to take up the concern expressed by Members regarding the Part-night Street Lighting Scheme in terms of the inadequate consultation process and the detail of the switch-off programme.

13/981 Matters arising from the meeting of September 2nd 2013

STW Reservoir �Chair reported that the project is going ahead contrary to rumour but that there is currently a lull in proceedings as the detail of the next stage is planned. The traffic- management scheme is awaiting final approval and will include a speed activated “30 mph” sign on The Common.
The Open Meeting was deemed to be a success. It was agreed that the idea should be extended to an Open Meeting for individual residents rather than organisations, It was also agreed to take immediate action on some of the issues raised:

  • 2 new litter bins to be ordered for the Recreation Ground
  • The area around the high protective fence at the RG to be cleared more frequently
  • Replacement trees be purchased and planted to replace the beech trees at the RG. These to be rowan of a species which will not grow to more than 6m in height and will not take the light and view appreciated by the residents of The Beeches
  • It was agreed to investigate projects which would benefit Fritchley, Whatstandwell and Wheatcroft.
Market Place development � Cllr. Steppings reported that work on the seating area development will begin very soon. Further, manufacture of the new notice board is well underway. Negotiations regarding use of the reverse of the noticeboard have been opened with representatives of the Tramway Village.
The Bulling Lane road island � it was agreed that Amber Valley Borough Council be asked to rationalise the excessive signing in the immediate area of the island Clerk to liaise with Cllr. Bateman on this matter.
Replanting of trees at the Recreation Ground
Tree management at Tors Quarry � planning permission has been granted and estimates obtained. Clerk will now arrange for the work to be done.
It was agreed that whole Council Training delivered by Sarita Presland of DALC will take place on Wednesday 4 December 7.00 � 9.00pm
Clerk was given authority to ask Amber Valley Borough Council to carry out the work as specified in the safety inspection
Winter Service � Cllr wells reported that everything is well in-hand regarding grit bins and filling/re-filling arrangements. Cllr Wells was given authority to sell the redundant mechanical grit spreader.

13/982 Report by the Parish Clerk:

The setting up of a new deposit account was referred to the next meeting of the Finance Committee which is arranged for November 25th at 7.00pm
Part night street lighting � the consultation process has been publicised was seen as inadequate. Clerk was instructed to pass these concerns to DCC and to ask for an extension of the consultation process.
Grants and donations � referred to the Finance Committee
John Guyler � Cromford Canal narrow boat crew training. Members agreed that the provision of a narrow boat is an exciting project but did not feel that a presentation to full council would be useful.
Request for pavement at Sandy Lane � the request was acknowledged by DCC Highways but turned down on technical grounds.

Christmas Trees 2013 � Clerk was given authority to make arrangements for the provision and lighting of the Market Place tree, Cllrs. Clark and Bown undertook to make arrangements for the small trees and it was agreed that the Parish Council would pay for the Fritchley Christmas tree which is organised by the Fritchley Christmas Tree Association.
