Development of play equipment at the Recreation Ground.
The normal monthly meeting was preceded by a presentation by Mr. Paul Yorke who has offered to project manage an up-grade of the play equipment on behalf of the Parish Council. Chair expressed her thanks to Paul for his generous offer.
He explained his personal reasons for wishing to see the facilities improved. He felt that the development should include facilities for teenagers and seats for parents/carers in addition to keep fit equipment.
He has already held two meetings with interested parents and has met representatives of two play equipment manufacturing companies.
An estimate of £40-50,000 to create a good play area on the current footprint was suggested as a guideline figure.
Paul has already investigated sources of funding and will continue to pursue this aspect of the project (these include National Lottery Awards for All, Section 106 and the Groundwork Trust). Cllr. Thorpe offered to help from AVBC with finding grants, drawing up a constitution and setting up a bank account. Cllr. Clerk offered to liaise with Paul and his sub-committee (to be set up) on behalf of the Parish Council.
Paul will attend the November meeting of the PC to report on progress.

Cty. Cllr. Williams informed Clerk that Cty. Cllr. Joan Dixon would be the appropriate Cabinet Member to contact re the problems with the Part Night Street Lighting consultation.
The Minutes were accepted and signed.
Neighbourhood Plan – a meeting with Joe Dugdale of Rural Action Derbyshire will be held on Monday 20th at 7.00pm.
Clerk presented a written report on the meeting of the Finance Committee held on 1st. October
Cllr. Wells explained that it would be sensible for the PC to join the Snow Warden/Winter Service scheme again this year. Cllr Slaney agreed to continue as Snow Warden. 39 out of 44 bins are currently full the others are partly full. Chair thanked Cllrs. Wells and Slaney for their commitment to the programme.
It was agreed to repair the protective fence behind the goal at the RG.
The decision on a request to scatter ashes at the Burial Ground was deferred until Clerk has investigated the full implications.
The legal agreement regarding the public toilet between Crich PC and AVBC has been formally completed.
A proposal by East Midlands Ambulance Service to place a defibrillator in the disused telephone box at the Market Place was welcomed by Members.
Members agreed to support the setting up of a First Responder (advanced First Aid provision) in the area.
The Market Place Christmas Tree and lights have been ordered.
The small Christmas tree scheme will again be offered to local traders.
Elections, including Parish Council elections, will take place on May 7th 2015. If no ward in the Parish is contested the administration cost will be £350 and election in Crich ward would cost £1919, in Fritchley £1100 and in Whatstandwell £1150.
Clerk has published a list of dates for Full Council Meetings for 2015.
