Part 1 Non – confidential items

15/1266 To receive apologies for absence:

Cllrs. Bateman, Broom and Brown.

15/1267 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

Cllr. Walsh – Neighbourhood Plan as member of Rural Action Derbyshire.

15/1268 Police matters

Contact: PCSO Christopher Bannister 3841
No police present.
Clerk was instructed to write to Derbyshire Constabulary expressing regret that no forum for meetings between the police and the community seems to exist e.g. the Safer Neighbourhood Panel and that it seems to be increasingly difficult for the PCSO to attend Parish Council meetings. He was also instructed to seek an explanation of the policing policy which applies to perceived “low crime areas” such as Crich.

The signpost outside Sycamore Farm at Plaistow Green is still leaning precariously.

15/1270 Reports from County and Borough Councillors

AVBC Cllr Thorpe emailed her report. She also reported a serious and persistent case of dog fouling on Allen Lane Fritchley. The AVBC Dog Warden is monitoring the situation with the intention of catching the owner of the offending dog.
AVBC Cllr. Gee has urged AVBC to act against the organisation which is putting a large number of signs around the village and surrounding area advertising a Car Boot Sale. He requested that Parish Council discuss and take a position on the provision of school buses for secondary school pupils in the village – the matter will be placed on the agenda for the November meeting.
Cty. Cllr. Taylor reported that he was pleased to note that some pothole filling has been completed at various locations in the Parish.

15/1271 Minutes of the meeting of September 7th 2015

15/1272 Matters arising from the meeting of September 7th 2015

Severn Trent Liaison meeting – the project is running smoothly. Future meetings will take place on a 3 monthly basis beginning with the next meeting on January 15 2016.
Production of the Neighbourhood Plan is proceeding - Council agreed unanimously to allocate £500 to cover the cost of printing the public consultation documents.
PLACE project – Cllr. Yorke gave an up-date on the continuing hard work of the group. The 3 quotes which have been received will now be studied in detail and the process of identifying the most appropriate pieces of equipment will involve local schools. It is intended to fund the project using the £20,000 allocated by the Parish Council over the next 3 years plus grants from other sources. The creation of the new play area and hence the expenditure will be staged over time.
Deposit Account (BG extension fund) – a further £15,000 has been added to the account.
Snow Warden and Winter Service up-date - Clerk will continue to seek to appoint a Snow Warden. Cllr. Baugh explained that he and Cllr. Anstead have surveyed the Parish Council owned grit bins and concluded that they are well stocked with grit and ready for the winter (PC owns 43 bins 35 are full, 7 are ¾ full and one needs to be replaced). It was agreed to purchase a new bin for Woodside off The Common and to ask AVBC to move the redundant bin from the entrance to the STW reservoir site to replace the stolen bin on Hollins Lane. In view of the cost of the grit and the bins it was agreed that grit use should be monitored and that the grit bins should be secured to the ground where possible.
Section 106 agreement ref. housing development off Roes Lane – Council expressed dissatisfaction over the response from AVBC regarding provision of the detail of this agreement. Clerk was instructed to request that the contents of this agreement (which is required to be in the public domain) be made available to Members.
Cllr. Clark reported that he had sourced the required small Christmas Trees for attachment to buildings around the Market Place and he recommended that PC experiments with 2 battery operated light sets.

15/1273 Report by the Parish Clerk:

Offer by Whatstandwell Social Club to replace the noticeboard – Council recorded its gratitude for this generous offer.
Trees/shrubs overgrowing Ambergate to Whatstandwell railway line – these have been cut back by Network Rail.
Annual donations to local organisations – the process has been advertised.
Trees overgrowing property at Sun Lane (to rear of the Jubilee Ground) – Clerk is getting estimates for the work.

15/1275 Planning Applications

AVA/2015/0830 land off Crich Common (Peveril Homes) – 16 dwellings (Departure from Adopted Development Plan) Members unanimously adopted a resolution that an OBJECTION be made to this application on a wide range of environmental, ecological, sustainability and amenity grounds.
AVA/2015/0823 74, The Common – single storey sun room extension OBJECTION on grounds of concern over relationship to neighbouring property as it represents a further protrusion in front of the original line of the property
AVA/2015/0782 Spring Cottage, Thurlow Booth - double garage/car port/utility room NO OBJECTION
AVA/2015/0853 86 The Common 2 storey side and single storey rear extension NO OBJECTION
AVA/2015/0921 Ivy Bank Farm, Potters Hill, Wheatcroft – Application for Certificate of Lawful Use in Breach of Conditions of Occupation of dwelling contrary to agricultural occupancy conditions. COMMENT – Parish Council requests clarification as to whether grant of Certificate would offer exemption from enforcement action  to future occupiers.
AVA/2015/0857 Tollgate Cottage, Bowmer Lane, Fritchley – new dwelling (Departure from Adopted Development Plan).  OBJECTION on grounds of siting, impact and design.
