Chair welcomed Cllr. Thorpe back to the council following the sad loss of her husband Terry. Cllr. Thorpe thanked Members for the help, support and kind expressions of sympathy she had received.

It was resolved unanimously (prop. Cllr. Collison sec. Cllr. Broom) to allow a request from Chair to participate in the discussions regarding the withdrawal of funding for Day Care at the Glebe by the Clinical Commissioning Group (Chair is Glebe Field Trustee).

Chair reported that she had met with PCSO Bannister to discuss road safety and child safety issues (particularly the dark path leading to the school playing field) at Fritchley Green. Members of the group of councillors working on the problems related to Fritchley Green will seek to erect signage to publicise the availability of the school playing field for public use and to have the bushes over-growing the access path cut back.
Concern over the lack of a grit bin near the top of Hollins Lane was reported. Last winter a pile of grit was provided as previous grit bins had been stolen.
Cty. Cllr. Williams offered to support the efforts to find funding to enable Day Care to continue at the Glebe Field Centre.
AVBC Cllr. Gee has delivered a copy of the conditions relating to work practices to the site agent at Roes Lane and has requested that they be observed to protect residents from undue noise and traffic obstruction.
AVBC Cllr. Thorpe has reported the problem of car parking in the Market Place bus bay to Cty .Cllr. Taylor.
The Minutes were accepted and signed by Chair.
The future of day care at the Glebe Field Centre – Chair reported that the Clinical Commissioning Group is withdrawing funding with immediate effect – this will make it difficult for the Glebe Field Trust to maintain the service.

Chair also reported that the Glebe Management Committee will investigate all avenues to provide alternative funding. (For information the Glebe Field Trust is a “Not for profit charity”).
Chair has sent a written reminder to AVBC Planning Officer Rae Gee asking for a response regarding the position of “affordable housing” in the Futures Homescapes application to build off Coast Hill. She is also pursuing AVBC to enforce the reinstatement of the protected wall knocked down during the construction of a new dwelling in the grounds of the Red Lion at Fritchley.
The preparation of the Neighbourhood Plan is progressing well.
PLACE project Cllr. Yorke reported that the following applications for funding have been submitted or are in preparation:
Derbyshire Environmental Trust (£29,000)
TESCO plastic bag scheme
Veolia (up to £70,000).
New grit bins will be provided at Hindersitch Lane and Woodside Close. Cllrs. Anstead and Baugh (Winter Service Team) will carry out an inspection of grit bins in order to inform the filling programme in preparation for winter.
Un-used Youth Club equipment was displayed in the Glebe but no school representatives attended. The equipment will now be offered for sale at a fund raising event for Day Care.
Clerk reported that he is in discussion with a local individual who is willing to undertake the work of keeping the Burial Ground and other areas of the Parish tidy.

DALC circulars 2016
Invitation to attend DALC AGM to be held at Chatsworth House.
Emailed request for a tree to be inspected. This tree is growing on the Recreation Ground and overhangs the garage of a property at 4, Sheldon Gardens. A survey shows the tree to be healthy and not in need of surgery at this time.
