The DCC grit bin has been stolen from Dark Lane and an attempt was made to vandalise the bin on Hollins Lane � this bin has now been secured using a chain and padlock.
A lamp standard has been demolished at the Jefferies Lane/Jefferies Ave junction and the new lamp on Wheatsheaf Lane is rendered ineffective by the overgrown trees on AVBC land. These matters will be reported to DCC and AVBC respectively.
There are a number of problems relating to over grown verges and blocked road gullies around the Whatstandwell area. Cty Cllr. Jackson kindly offered to take these matters up with DCC.
The grit bin situation on Hindersitch Lane was raised as a concern. Cllr. Wells of the WSWG dealt with these matters and invited suggestions (with no promises!) for additional sites
The state of the upper end of Coast Hill was reported as being very poor. This is an un-adopted road and also a footpath � Clerk will report this to DCC Rights of Way.
AVBC Cllr. Gee asked if the Parish Council had a position on the proposed housing development to the rear of the Glebe. He was informed that the Council position remained as decided at the last meeting viz.: the Parish Council will consider the planning application when it is made.
Police were not represented. It was noted that a car has been damaged on Cromford Rd. and the Scout Hut has been broken into.
Cty Cllr Jackson reported that Sunday 20th November had been set as a date for the re-surfacing of the Market Place pavements � weather permitting
AVBC Cllr. Thorpe sent a written report.
AVBC Cllr. Gee � in answer to a question from Cllr. Broom, Cllr. Gee agreed to find out the current status of the AVBC Core Strategy/Local Plan which can have a major impact on the control of planning decisions.
Resolved � the minutes be accepted as a true record and signed by Chair.
Reporting on behalf of the Action Group, Cllr. Lane said that there will be a further Public Consultation on 7th December and that STW are to make a further presentation to the Action Group. Letters have been written to Severn Trent Water, Members of Parliament, the Environment Agency, Natural England and the Campaign for Rural England.
Cllr Wells presented a written report from the Winter Service Working Group along with a budget estimate to be considered by the Finance Committee.
It was agreed that discussions of the Standing Orders and Council Procedures be deferred to the next meeting.
The damaged Glebe sign has been reported to DCC
The car park at the allotments has been resurfaced
A Christmas tree has been ordered for the Market Place
Grit and bins have been ordered as identified by the WSWG.
Grants and Donations � applications have been received and will be considered by the Finance Committee
The Parish and Town Council Liaison meeting on10th November 2011 will be attended by 4 members of the council
Training for Councillors � Clerk asked members to inform him of the training they have undertaken so that he may keep a central record.
The �street art 2� produced by the Youth Club members was welcomed by Councillors. It will be attached to the wall in the Parish Room
Use of self-employed labour � Clerk explained that anyone whose services were employed by the council must have appropriate insurance. He is in contact with Mr Spencer regarding this matter.
Ownership of plots in the Burial Ground � this is a potentially contentious issue. Council may consider the use of Certificates of Exclusive Right to Burial
Scouts have put in a request to access to the �2000 grant set aside for their use. Cllr Clark offered to liaise with them to check that the conditions attached to the grant had been met.
Scheme for purchase of Heating Oil � Cllrs Broom and Clark are looking in to the scheme and will seek further information from Rural Action Derbyshire.
Clerk produced a written report. The Finance Committee will meet again in November to consider the Precept and Grants/Donations
