Minutes of the meeting of Crich Parish Council

Monday November12th 2012, held in the Glebe Field Centre

The meeting was preceded by a short presentation on proposed wind turbines at Wheatcroft. About 70 residents attended and were told that the company proposing this development would keep them fully informed. This would include the holding of a public meeting. Photographs and maps were left at Reception in The Glebe for inspection by anyone interested.

12/847 Apologies:

Cllrs. Baugh, Brierton and Thorpe.
Cty. Cllr. Jackson. Members were concerned to hear that he has not been well and it was agreed to write a letter wishing him a speedy recovery.

12/848 Declarations of Interest

12/849 Police matters

No police present.
It was reported that road signs are again being defaced.

12/850 Matters raised by members of the public (10 minutes)

The poor state of Inns Lane at Moorwood Moor was reported. This is essentially a matter for South Wingfield PC but our Cllrs. Steppings and Wells are aware of the problem and have been in contact with AVBC and DCC. The cause is blocked land drains.

12/838 Reports from County and Borough Councillors

AVBC Cllr. Thorpe provided a written report
In response to a request from a member, AVBC Cllr. Gee agreed to provide a written report for future meetings.

12/852 Minutes of the meeting of October 1st 2012

Minutes of the meeting of were confirmed and signed by Chair.

12/853 Matters arising from the meeting of October 1st 2012

STW Reservoir Project � Cllr. Lane confirmed that the planning application had been approved but that the planning authority and DCC had not seen it necessary to incorporate the road safety measures requested by the Parish Council despite the fact that they were supported by STW who expressed a willingness to stand the cost. �Resolved: Clerk to write to Cty Cllr Simon Spencer regarding the Parish Council’s concern and disappointment.
Christmas trees � Cllr Clark reported that he had experienced great difficulty in sourcing the small trees but that they should now be delivered in mid November. Chair thanked him for his efforts regarding this matter. Clerk reported that the large Market Place Christmas Tree should be in place at the beginning of December.
Public toilets � Cllr. Wells produced a report on the feasibility of the toilets being taken on by the Parish Council. Resolved: Cllr. Wells be deputed to carry on with this work at an even more detailed level with a view to the Parish Council taking on the toilets for a trial period.
Winter Service � Cllr Wells reported that all 41 bins are in a good state of repair and are at least � full. Chair congratulated the Winter Service Group on their work and financial prudence.
Town and Parish Council Liaison report (Cllrs Broom and Wells) � Cllr. Broom amplified a written report.
Notice boards � Clerk asked for assistance in choosing a new board for the Market Place. Members were asked to look at various options on websites and Cllr. Steppings offered to undertake detailed research into the options.
Village map � Clerk is still investigating this potential project.
Neighbourhood Plan � what to do next? � Resolved: No immediate action but Cllr. Broom to monitor developments. Cllr. Wells suggested that the Parish Council should undertake an exercise to find out “what the people think”.

12/854 Report by the Parish Clerk:

Clerk thanked Cllrs. Brierton, Slaney, Steppings and Wells for all their work in filling and repairing grit bins, testing and sourcing different types of salt/grit and liaising with DCC over Winter Service matters.
Telephone system. � Clerk is researching the best deal.
Applications for Parish Council Grants � these will be considered at a meeting of the Finance Committee on Wednesday November 21st.
Clerk has written to Mr Brandon of Barn Close Farm, Fritchley thanking him for repairing the grit bin.
Future BT telephone and Broadband bills will be paid quarterly this will reduce the problem of late payment issues arising as the result of the billing dates and meeting dates (cheque signing) being out of step.

Comment � Parish Council does not object to change to “garden status” but is concerned that this should not be the first step towards allowing a planning application which could impinge on open countryside within a conservation area. �

AVA/2012/1014 Street Farm, Wheatcroft Lane, 3 x 2 bedroom log cabins and septic tank. Objection �not in-keeping with the area, potential traffic and access problems
