13/988 To receive apologies for absence:

13/989 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

13/991 Matters of the public (10 minutes)

Trevor Griffin (Derbyshire Archaeological Society gave a brief up-date on the proposed Market Place information board. Ways in which Council can assist the planning application to be referred to the next meeting.

13/992 Reports from County and Borough Councillors

Cllr. Thorpe reported in writing that she has:
Reported damage done to Fritchley Green by DCC contractors
Reported to AVBC on problems with a wall on The Common
Advised residents to take security precautions following a burglary at Fritchley
Helped a local family to get a bungalow
Contacted DCC regarding uncut grass verges and their effect on road safety
Helped Glebe Day Care to raise funds for kitchen equipment. A total of �1780 has been provided by Amber Valley Rotary Club, Alfreton Rotary Club and Cty Cllr Martin Tomlinson.

Cty Cllr Williams reported that he is trying to arrange for DCC to repair the damage done to Fritchley Green and that a request for dropped kerbs at Fritchley is under consideration. Further, he was asked to press for the repair of a deep pot-hole on Bullbridge Hill. He thanked Cllr Wells for his advice regarding the Snow Warden Scheme.

13/994 Matters arising from the meeting of October 7th 2013

Assisting Derbyshire Archaeological Society with their planning application � Cllr Steppings explained that no decision could be made regarding this matter until AVBC have clarified the fee. (It has subsequently come to light that the fees are not as great as feared and the Derbyshire Archaeological Society can meet them).
Winter Service � Cllr. Wells reported that all Parish Council and AVBC grit bins are full. AVBC have provided an additional bin at Chase View. The Market Place bin (for use by the Snow Warden) is full and has a new lock. Thanks were expressed to Cllr Brierton for fitting the lock. Cllr. Wells reminded the meeting that the Parish Council has now been responsible for the public toilets for 7 months and that a decision would soon need to be taken regarding whether or not this arrangement is to be continued � the matter to be placed on the agenda for the next meeting �
Market Place development up-date � building has started and will take 3 to 4 weeks to complete. The new noticeboard is almost complete. RESOLVED: Tramway Village be allowed to have a quality poster on the reverse of the noticeboard for a period of 12 months. It was also agreed to defer the fixing of the new stand-alone seat until Spring 2014, in the meantime timber from the old seating area will be used to re-create the bench if it is in suitable condition.
Dedication of the new seating area � there was general agreement that the wording on �the plaque should be simple e.g. “To Commemorate those who gave their lives in the First World War”. The matter to be discussed further at the December meeting
Bulling Lane traffic island � Resolved: to ask AVBC to remove the sign.
Trees at Tors Quarry � Clerk is trying to fix a date for the work to be done
Full council training is confirmed for December 4th commencing at 7.00 pm
A new litter bin has been ordered for RG play area.

13/995 Report by the Parish Clerk:

The Carnival Committee has requested use of the Recreation Ground on Saturday 12th July 2014 � this request was approved.
Orders have been place for the provision and lighting of the Market Place Christmas tree.
Village map � it was agreed that this would be a welcome development. Clerk was instructed to make enquiries about the provision of such a map.
Damage to Fritchley Green � this was caused by DCC Highways or their sub-contractor. Chair to meet a representative of DCC on site.
