Part 1 Non – confidential items

14/1131 To receive apologies for absence:

Cllrs. Bateman, Baugh and Thorpe.

14/1132 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

14/1134 Members of the public (10 minutes)

Concern was expressed over blocked gullies and resultant flooding at a variety of locations. Cty Cllr Williams agreed to refer these to DCC.

14/1135 Reports from County and Borough Councillors

AVBC Cllr. Thorpe provided a written report.
Cty. Cllr Gee gave an up-date on the current state of the AVBC Local Plan stating that the latest version (to be presented to the Government early next year) identified no sites for housing development in the Crich PC area. He also confirmed that AVBC will be phasing out the Council Tax support Grant next Financial Year (this would reduce Crich PC precept by £2,972).

14/1137 Matters arising from the meeting of October 6th 2014

Development of the Recreation Ground. – Paul Yorke presented a written report. Based on this report it was:
RESOLVED unanimously to repaint the current play equipment (Prop. Cllr Wells and Sec. Cllr Clark)
RESOLVED unanimously to adopt option 4 as contained in the report (Prop. Cllr. Broom and Sec. Cllr Wells) – this essentially proposes that the PC seeks to put in place a full up-grade of the RG phased over the next 3 years.
Burial Ground development – Clerk reported that he had been in contact with AVBC, the Environment Agency, a building planner and the Vicar. He will make a full report at the December meeting

Neighbourhood Plan – it was RESOLVED (5 votes for and 4 abstentions) to make an initial application for the PC to be the “Qualifying Body” to draw up a Neighbourhood Plan for the Crich Parish area and to employ the services of Joe Dugdale of Rural Action Derbyshire in drawing up a budget with intention of claiming the appropriate grant to cover expenses incurred by the group working on the NP.
A meeting of the Finance Committee to consider grant applications and revision of the Code of Financial practice was arranged.

14/1138 Report by the Parish Clerk:

It was agreed to inform the Inspector dealing with the appeal against the rejection of the planning application for housing off Roes Lane of newly emerged concerns regarding the effect of drainage from the site on the integrity of buried material and the stability of the quarry face in Hilts Quarry.
Cllr. Slaney raised the issue of the use of the gang-road post reservoir up-grade.
Cllr Slaney asked if an improved playground for Fritchley could be considered if funds become available from STW.
Cllr. Slaney reported that the Crich Chase SSI site was showing an encouraging increase in the number and diversity of species but that in common with similar sites it is troubled by mountain bikers. It is hoped to provide information boards and a dog bin at the junction of Chadwick Nick Lane and Cowper Lane.
Parking around the Market Place troughs – the meeting considered that it would be desirable but not practical to try to prevent this in an area where car parking is so limited
Part Night Street Lighting – DCC has failed to give any satisfactory explanation as to why money was spent on a consultation process which appears not to have taken place. However, the hope was expressed that the delivery company concerned would not be employed by DCC again.
Proposed Park ‘n’ Ride scheme to serve the Tramway Museum – Chair raised the idea on behalf of a resident but it did not receive much support from Members.
