11/719 Matters raised by members of the public

Concern was expressed regarding the apparent inadequate direction signage for the new Medical Centre.
In answer to a question about provision of a grit bin at the Market Place it was explained that delivery was imminent but that the bin is intended for the sole use of the Snow Warden. The roads remain the responsibility of DCC.

11/720 Declarations of Interest


11/721 Police matters

PCSO Donna Walker reported that there has been a break-in at Cromford Rd Crich and that �scams � asking for money by letter and email seem to be particularly rife at the moment. Such incidents should be reported to the Office of Fair Trading. The public are reminded that they should NEVER disclose bank details or passwords by phone, internet or post.

11/722 Local Authority Councillors

AVBC Cllr. Thorpe (see written report).
Cllr. Thorpe also suggested that Rachael Cotes of AVBC may be able to address the council on the Core Strategy/Local plan which is central to the future role of the Parish Council regarding planning. Clerk to invite Rachael to attend a Council meeting.

Cty Cllr. Jackson has been holding meetings with DCC Highways with a view to addressing the problems regarding road verges and drains in the Whatstandwell area. He is also seeking information regarding the disputed suitability of Bullbridge Hill for use by construction traffic associated with the proposed STW reservoir project.

AVBC Cllr. Gee did not attend the meeting. Clerk was instructed to inform him of the members� disappointment at his absence especially as he had agreed at the last meeting to attend and explain the current status of the AVBC Core Strategy.

11/724 Matters arising

AVBC Core Strategy/Local Plan (AVBC Cllr. Gee) -see above.

STW reservoir project: Chair and Cllr. Slaney have been very active in trying to encourage the contractors to find an alternative to the use of Bullbridge Hill as the main route for lorries using the site. They are in contact with STW, the contractors, the engineers and Natural England (as one alternative route would pass through an area likely to be designated a Site of Special Scientific Interest).

Winter Service Working Group and �To grit or not to grit� � DALC circular 58-2011 raised concerns related to insurance for snow clearance volunteers. This issue has now been resolved with Zurich Insurance. Further, Cllr Wells explained that a Health and Safety professional had kindly undertaken a Risk Assessment of the Council�s proposed action within the Snow Warden scheme. As a result of this he requested that council purchase high visibility jackets, gloves, snow shovels and snow grips for boots � this request was granted. Council also agreed to purchase a manually operated spreader which would assist the work of the Snow Warden (Cllr Slaney) and would aid the transport of grit from the store at the Glebe to the storage bin on the Market Place.
Resolved: To purchase a manually operated grit spreader and safety equipment for volunteers.
Other information from the WSWG:
There will be about �3,000 left in the WSWG budget after all bins have been filled
DCC has yet to update the Gritting route maps
It was hoped that members would not dismiss the idea of using local contractors before more detail is available
The free grit from DCC is now in store at the Glebe thanks to Cllr. Slaney
The storage bin at the Market Place is a key feature of the Snow Warden scheme
The group has produced Google maps of the Snow Wardens area of responsibility
Lloyds Chemists have ordered a grit bin. The Health Centre is making its own arrangements.
All Parish Council grit bins are currently half full or more
It was agreed to widen the search for volunteers to help the Snow Warden via notices and leaflets.
DCC has up-dated the grit bin asset list but not all bins have yet been marked.

(As an aside, the idea of publishing a Parish Newsletter was raised).

Burial Certificates � Clerk will produce sample forms (thanks are due Cllr. Wells for his help with this matter).
The damage to the Jefferies Lane light was reported to DCC who were aware.
AVBC have been asked to trim trees around light at Wheatsheaf Lane. They accept that the responsibility is theirs.
The state of Coast Hill was reported to DCC Rights of Way. They reply that it is a bridleway and that the current state of the road is adequate for this purpose. They also comment that most of the wear and tear is caused by residents� vehicles and repairs are their responsibility.
Town and Parish Council Liaison Forum report: Cllrs. Broom and Wells attended the latest meeting and found it valuable. They were able to discuss aspects of �Winter Service� and the proposal to turn off some street lights in the interest of economy (Cllr. Brierton reminded the meeting that none of the lights in Crich seemed vulnerable to the �switch off� criteria).
Procedure: Chair agreed to study the latest Model Standing Orders. She will report to the Council and recommend revisions of the current Standing Orders as appropriate.

11/725 Clerk's Report

Councillors� expenses- Clerk reminded members that they were entitled to claim expenses under certain circumstances. He also informed them of the current rates for travel.

Insurance for Mr Spencer � Mr Spencer, who is self employed, works for the Parish Council on a regular basis. It has now been established that he has his own Public Liability Insurance in place.

11/726 Finance Committee

Clerk produced a written report on the Finance Committee meeting held on Wednesday 23rdNovember.
In light of the report, meeting Resolved that;
Donations to local organisations should be made as per the report
Council would pay �2000 of the cost of erecting fencing around the Scout Hut
Council would carry out an annual review of the contribution to the Glebe Field Centre in line with the Governments measure of inflation.
Council would consider a request for financial help from the Fritchley under Fives group if accounts were made available.
Cllr. Broom be confirmed as a member of the Finance Committee. This brings the number of members of this committee to seven (a majority of the council), in view of this it was agreed that Cllr. Broom would be a non-voting member. This arrangement to be reviewed at the AGM in May 2012.
The Precept for 2012-2013 be set at �44,000 in order to maintain an appropriate contingency (about 25% of Precept) and to start to build a �Burial Ground Extension Fund� � the money in this fund to be placed in a deposit account.
