13/1001 To receive apologies for absence:

13/1002 To receive declarations of interest and to approve requests for dispensations from members on matters in which they have a Disclosable Pecuniary Interest.

13/1003 Police matters

13/1004 Matters of the public (10 minutes)

Mr P Dolby spoke about the proposed re-organisation of Fire and Rescue Service in Derbyshire. Members agreed that a letter regretting the closure of Crich Fire Station and the resultant increase in response times (6 minutes) should be sent to the Chief Fire Officer. Members were encouraged to make individual responses to the on-line questionnaire.
Thanks to DCC were recorded for the drainage work they have done at Plaistow Green but Hollins Lane remains a cause for concern.

13/1005 Reports from County and Borough Councillors

Cty Cllr Williams reported on his efforts to pursue various road repairs and to find out what happened about information relating to part-night street lighting not being distributed in the community. He was asked to convey concerns to DCC Highways regarding the poor quality of some road repairs and about the sequencing of the traffic lights at Bullbridge (Clerk was instructed to inform DCC Highways of this problem). He was thanked for his efforts on behalf of the Parish Council area.

13/1006 Minutes of the meeting of November 4th 2013

13/1007 Matters arising from the meeting of November 4th 2013

Winter Service � Cllr Wells reported that the Snow Warden related grit had been delivered by DCC and that the preparations for winter are up to date.
Market Place development up-date � Cllr Steppings reported that the new bench seat will be put in place in the Spring. The stonework at the seating area is almost complete and it was agreed that the wood used for the benching should be sappele. Cllr Steppings gave a very clear and helpful breakdown of the spending on the project showing it to be slightly over budget. Cllr. Broom proposed that a further �1000 be allocated to the budget for this project and this was met with unanimous agreement
Commemoration plaque for new seating area � a final decision on the wording was deferred.
Bulling Lane traffic island - AVBC has removed the offending sign.
Trees at Tors Quarry � work scheduled to commence 6.1.2014
Consideration of PC continuing maintenance of the public toilets -�it was agreed in principle that the Parish Council would continue to maintain the toilets subject to the outcome� Cllr Wells discussions with AVBC regarding the details of the ongoing agreement. Damage to Fritchley Green � The Green was badly damaged by a bus which had taken the school children to a swimming session. Clerk is pursuing the company for compensation. Grass Track were thanked for the rapid and efficient way in which they carried out repairs.

13/1008 Report by the Parish Clerk:

Clerk presented a written report on the Finance Committee meeting.
Resolved: the Precept 2014-2015 to be set at �44,000 (9 votes to 2)
Resolved:� Grants to be allocated as per the recommendations in the report and as per the cheques to be signed at the meeting on the January 6th 2014. Only one application was declined, this was on the grounds that the organisation has a large unused fund on deposit and did not demonstrate need.
Resolved: The budget for 2014-2015 to be set as shown in the report (this represents a 3% increase on the current budget).
Resolved: Contribution to the Glebe Field Trust to be increased in line with the inflation rate at April 1st 2014
�Members were asked to inform Clerk of ideas for future projects as a precursor to a meeting dedicated to this matter in the New Year
Mr Spencer’s Public Liability Insurance Policy has been renewed
Christmas trees should all be illuminated by December 2nd
Parish map � Clerk to discuss the matter with the authors of the current map.
����� Clerk reminded members of the need to keep Members Register of Interests up to date.
Items from DALC Circular 2013-22 - Cllr. Broom reminded the meeting that once more Standing Orders need revision. Chair agreed to study the required changes.
It was agreed that the “Youth Club TV” should be made available for use by Glebe Day-care
Clerk asked if consideration could be given to the provision of an additional grit bin for Burial Ground drive � Cllr wells agreed to look into this matter on behalf of the Winter Service Group.
Clerk was instructed to write to local resident and celebrity auctioneer James Lewis congratulating him on completing the world’s longest auction and on raising over �57,000 for local charities.

There was a discussion in response to a request for clarification regarding the delegation of powers to individual members. In order to remain firmly within legal requirements all matters involving spending of Council money must without exception be dealt with by the Clerk � normally after reference to full council but in extremisat his own discretion having consulted with Chair and other members by telephone if possible (getting a quick repair to the damage at Frichley Green is a recent example. Further, Members are not allowed to give instructions to for work to be done on behalf of the Parish Council (this includes involving DCC and AVBC) unless they have a very clear mandate approved granted and recorded at a meeting of full council � again this is the responsibility of the Clerk.
