Minutes of the meeting of Crich Parish Council

Present

Cllr Lane (Chair), Cllrs. Brierton (vice-Chair), Bateman, Bown, Broom, Clark, Harwood, Steppings, Thorpe and Wells. Cty Cllrs. Taylor and Williams, AVBC Cllr. Gee and 5 members of the public. Clerk in attendance.

Joe Dugdale (Rural Action Derbyshire) has been asked by the PC to provide advice on the preparation of a Neighbourhood Plan for the Crich Parish Council Area. He explained the time scales and the next steps in the process which are:

  1. Councillors and others  to meet and  record their draft vision of what  the area should look like and should provide for its residents over the next 15 years i.e. ”a vision for Crich”  (please note that this is simply a starting point-  it  is likely to be revised and refined many times over the coming months).
  2. To hold a public meeting. Joe will lead this meeting and will explain the purpose and meaning of a Neighbourhood Plan and the process by which it should be created.

This meeting has been arranged to take place at the Glebe Field Centre on Monday 19th January 2015. The meeting will start at 7.30 pm and end at 9.30 pm.
It is hoped that this meeting will recruit an able group of willing volunteers consisting of some Parish Councillors and a larger numbers of members of the community. It will aim to appoint a Chair and a Secretary.

Cllr. Broom declared her position as a Trustee of Rural Action Derbyshire – Joe Dugdale who is to be employed by the Parish Council to advise on the preparation of a Neighbourhood Plan is an employee of RAD.

14/1155 Members of the public (10 minutes)

Disappointment was expressed at the fact that no election material had been delivered to homes regarding the recent County Council election.
Two of the hand rails at Sun Lane are missing.

14/1156 Reports from County and Borough Councillors

Chair welcomed newly elected Cty Cllr David Taylor.
AVBC Cllr. Thorpe provided a written report  
AVBC Cllr Gee explained the grounds for his objection to the proposed housing development off Roes Lane
Cty Cllr Williams has asked why the marker posts on Dimple Lane have not been replaced and has reported blocked gullies to DCC Highways.
Cty Cllr. Taylor agreed to report the spring water leak at Crich Market Place to DCC. He has reported missing handrails on a footpath near Whatstandwell Station and is arranging for the grant offered by his predecessor to the Glebe Field Trust to be processed.

14/1158 Matters arising from the meeting of November 3rd 2014

Development of the Recreation Ground – Paul Yorke gave an up-date on progress. The project has adopted the name The PLACE project (Park Life a Community Experience) and it now has an attractive logo. A number of meetings have been held and Ripley CVS has been very helpful by providing a model constitution. The group will be properly constituted, will have a bank account, will designate officers and adopt agreed aims, objectives and powers. Cllr Clark will act as the PC representative on the group.
Clerk presented a written report on meeting of the Finance Committee. The recommendations regarding funding for the Recreation Ground Project (£20,000 phased over the next 3 Financial Years) and the grants to local organisations (as shown in the cheques recorded in these minutes) were adopted unanimously.
A letter has been sent to the planning inspector in response to the appeal by Gladman against the decision by AVBC to refuse planning permission for their application to build houses on the Roes Lane site.
Chair and Cllr Broom attended the latest meeting of the Ambergate Reservoir Community Liaison Group. The completion date remains March 2018, the haul road has a limited life and will not be serviceable beyond the end of the project, road signage is to be rationalised, the up-grade of Chadwick Nick Reservoir is on hold and lorry drivers who do not use approved routes risk being banned from the site. The next meeting will be held on 23rd January 2015
Chair and other Members attended a recent meeting of the “Keep Crich a Village” campaign
Planning Application for houses behind Coast Hill (Futures Homescapes) – Chair accompanied Nick Wilder of Futures Homescapes to a meeting with the solicitor retained by them to draw up Section 103 agreements. She was pleased that the PC is being involved in this process..

14/1159 Report by the Parish Clerk:

The Parish Council has applied to be the “Qualifying Body” to prepare a Neighbourhood Plan. AVBC has now put in place the required public consultation
The Christmas trees are now in place. Thanks were expressed to Cllrs. Bown and Clark.
Public Toilet – a new 1 year deal has been agreed with British Gas for the supply of electricity.
  viz:  Standing charge reduced from 85.91p per day to 31.126p per day
    Unit charge reduced from 21.57p to 13.542p per Kw hour.
